Yes! – It’s “You Couldn’t Make It up Time! – Again.
Hell – where does one begin?
OK – let’s begin gently, shall we? Let us start by correcting yet another example of garbage journalism from The Rag – before we get into the realms of the utterly extraordinary.
I asked the Home Affairs Minister a parliamentary question to the effect; just how many UK police forces were now involved in enquiring - into the enquiry? And how much was it costing?
I know my readers will understand perfectly what I meant – but for JEP hacks – let me spell it out.
The question I asked – and the answers I were given – did NOT – relate to the costs of UK police force involvement in enquiring into the Jersey Child Abuse Disaster.
Yet that was the entirely – and I suspect wilfully – misleading impression given by the brief article on page 3 of tonight’s Rag – which headlined the piece with the phrase:
“ABUSE INQUIRY: UK POLICE COSTING £310,000”
No – the questions I asked – and the answers given - were focused SOLELY upon the number and cost of UK police forces - who have now been employed by the Jersey oligarchy – to “investigate” the child abuse enquiry itself – and, specifically, to stitch-up Graham Power, Jersey’s Chief Constable, and the recently retired Lenny Harper.
So – let’s be clear about this – the Jersey establishment are spending £310,000 of your hard-earned tax money – for the single objective of trying to rubbish the historic child abuse investigation – and smearing the only two leaders Jersey’s police force have ever had who have taken the child abuse issues seriously.
I imagine the sum of money spent in Jersey, and with UK forces to actually investigate the Child Abuse Disaster itself – to be far greater than £310,000.
But what price justice for abused children and adult survivors?
But – notwithstanding that – in these hard financial times – the Jersey oligarchy is blowing £310,000 of your taxes to employ the: -
Metropolitan Police - £62,446.
Wiltshire Constabulary - £222,000.
Sussex Constabulary - £5,914.
South Yorkshire Constabulary - £19,709.
All in a desperate attempt to sabotage and rubbish the child abuse investigation.
Remember that – next time you hear our clowns banging on about value for money.
Or how we can’t give some financial support to sacked Woolworths’ staff.
Now we have limbered up with that routine thrashing of The Rag – let’s get into the heavy stuff.
Let’s cast our minds back to the 12th November 2008.
Readers who are familiar with the Jersey Child Abuse Disaster will recollect that on that day the international press-pack was summoned - to receive a press-conference given by David Warcup, Deputy Chief Constable, and Mick Gradwell, the SIO who had been recruited to run the enquiry following Lenny Harper’s retirement.
It was also – by remarkable coincidence - the same day that Graham Power was summoned to Bill Ogley’s office to meet with then Home Affairs Minister, Andrew Lewis. It was at this meeting that Ogley & Lewis told Mr. Power he was being suspended – “though they would give him one hour to consider his position”.
And – even more amazingly coincidentally – these extraordinary and momentous events took place two days before the Howard League for Penal Reform published its independent report into child custody and youth justice issues in Jersey.
A report which – just so happened – to damn the solitary confinement regimes used against children in Jersey – and in so doing exposed all that the Jersey oligarchy had been asserting for the previous 18 months as a pack of lies – and vindicating Simon Bellwood and me.
Lots and lots of most fascinating coincidences – don’t you think?
Of course, the Jersey spin-doctors achieved their short-term objective of largely burying and marginalising the Howard League report – through the above-described process of generating hugely more controversial stories as diversions.
No doubt – they went home contented at the end of the week.
But of course – there is a big pay-back for such a monumentally misconceived, corrupt and dishonest spin-campaign.
And foreclosure is beginning.
Consider David Warcup & Mick Gradwell?
These two cops – recently arrived in Jersey – and plainly ‘impressed’ by our oligarchy – engaged in their infamous press-conference – issued their notoriously misleading 5-page press release – which they pitched as a “report” – and spent weeks trying to smear Lenny Harper to any journalist who would listen.
But let’s focus down onto the mere fact that Warcup & Gradwell even contemplated taking part in such a Political press-conference.
These two men gave a lengthy media presentation during which they had one, sole, objective – one overriding aim which was so powerfully driven across by them that it was reported around the world.
And – to back up their words and PowerPoint slides - they issued a press-release freighted with half-truths, omissions – and outright lies.
These two very senior cops – by this time of day Warcup was Acting Chief Constable - set about – with the very highest possible public profile – doing all they could to rubbish, smear and trash the work of their predecessors.
Now – I’m no expert in these things – but nevertheless – I have tried very hard to find a precedent for their actions.
Another example from modern British policing – when cops have retired – or been removed - two-thirds way through an investigation into something so serious as sustained and concealed child abuse – whilst survivors and suspects are still being interviewed and charged – and the new cops who have been recruited to replace them – have – a matter of weeks after coming to the job – pro-actively, publicly destroyed the credibility of all the police work which proceeded them?
I have not been able to locate anything approaching such a precedent.
Nor have several journalists I asked.
David Warcup and Mick Gradwell – making history.
Ram-raiding the boundaries of precedent – by publicly destroying the credibility of such a crucial investigation.
And let me spell-out just why the conduct of Warcup & Gradwell is so extraordinary and unprofessional.
As I’ve explained previously – what else could defence lawyers possibly need – in the extraordinarily remote likelihood of the necessary charges being brought by Bill Bailhache – other than to point at the statements of Warcup & Gradwell and say – “the case against my client is rubbish – and should be dismissed – because no less authorities than these two very senior police officers have stated the methodology and competency of the enquiry was hopeless.”
No less than four, separate lawyers spoke to me in the wake of that press-conference and said, “You realise what they’ve done? They’ve just – at a stroke – destroyed the chances of all but the most extreme and overwhelmingly evidenced of charges.”
So whilst Warcup & Gradwell were destroying the prosecutions – the Jersey oligarchy politicians and civil servants were attempting to destroy Graham Power.
The peremptory suspension of Graham Power led to the Home Affairs Minister giving a Statement in the assembly a few days later. And as the Chief Constable is hired or fired by the assembly as a whole – by law – any debate concerning a Chief Constable has to be held secretly – ‘in camera’ – to use the archaic phrase.
This discussion took place in November 2008. But it so happen, the assembly has had another – in camera – debate on the subject of Mr. Power today; I will return to this point.
So at the time of the November 2008 closed session, during which the Minister gave his explanations and was questioned - Graham Power – very wisely – had taken the precaution of issuing to all States members a confidential written response to the actions against him.
And as this confidential document was leaked by establishment States members to the Jersey media – it’s already in the public domain – albeit selectively and minimally quoted.
So – its original confidentiality having become redundant – you can read it in full on this blog – at the bottom of his post.
Read it – I urge you.
If you’ve never read Kafka – this material will give you a flavour of just what ordinary people can be subjected to – should they become “inconvenient” to those in power.
To my Jersey readers in particular – I say, this is what our oligarchy has made our island.
A place of fear and cronyism.
I for one want to start fighting back.
But before we get on to reading Chief Constable Power’s statement – and the utterly extraordinary and tragic description of events it contains – consider this.
On that fateful 12th November day – Mr. Power – having only been notified the evening before – itself a breach of procedure - attended a meeting in Bill Ogley’s office, along with the Home Affairs Minister, Andrew Lewis.
It was at this meeting that Mr. Power was confronted – in direct contravention of all due process, law and his rights – with an ultimatum – “be suspended immediately – or - we’d be prepared to accept your immediate retirement – and we’ll give you an hour to think about it.”
Chief Constable Power – being a man of integrity – (obviously his big “mistake” in Jersey) – told Ogley and Lewis immediately that he didn’t need an hour to think about it – the answer was “no” – he would most certainly not be “retiring” – and he would fight all these actions against him.
Now consider just what an extraordinary meeting this was – effectively a Coup d’Etat – mounted by angry and fearful Jersey politicians - against the leader of the Police in Jersey – a man who is the recipient of the Queens Policing Medal.
A ‘heavy’ meeting – by anyone’s reckoning.
Moreover – one with obviously gravely serious political – and legal – ramifications.
Now get this.
During the meeting, Ogley took a copious amount of handwritten minutes and notes.
A heavily redacted version of these “minutes” was eventually typed-up and distributed.
Mr. Power – quite rightly – asked for copies of the full, contemporaneous, hand written notes. These are – after all – key evidence of events.
Actually – “were” key evidence.
Ogley has destroyed them.
I'll just repeat that - Ogley has destroyed them.
Ogley’s destruction of the contemporaneous notes – his destruction of evidence – is a prima faci criminal offence.
And – although I’ll no doubt be subjected to yet another round of oppressions for revealing this – but it’s in the public interest, so here goes – to his credit, the present Home Affairs Minister – a lawyer and former Magistrate - during today’s in camera debate said he was “horrified” upon learning of Ogley’s destruction of evidence.
The proposition we were debating today – brought by Simon Crowcroft – simply asked the States to do nothing more radical than ask that a professional review be undertaken of the suspension and disciplinary procedures used against Mr. Power – to check whether they were correctly and lawfully administered; one month’s brief review to ensure due process had been followed.
Yet even this simple, mild and eminently sensible move was too much for the Jersey oligarchy politicians to agree – it was thrown out.
Even though all members today had in front of them Mr. Power’s statement from November ’08.
Looking around the chamber – at many of the half-wits, airheads and pre-programmed lobby-fodder who were jiggling about in their seats – looking like startled ferrets - at the shock of being presented with facts – as opposed to the lying telephone lobbying and blandishments which had lead up to the debate - I could only think, ‘God helps us’. And I’m an atheist.
The average Jersey resident will be sceptical and untrusting of most of our politicians and public administration at the best of times – but just read the letter below – for a full flavour of what decent people have to battle against – whilst those who destroy evidence – such as Ogley – remain in post – taking £200,000 P/A of your taxes – plus a load more for the pension.
And – your average States member is perfectly content to carry on employing – not even subjecting to any disciplinary investigation – people like Bill Ogley – who destroys evidence – and to treat unlawfully and keep suspended our Chief of Police – a man who has received the Queens Policing Medal.
Yes – believe it or not – it is all actually worse than you dared imagine.

STATEMENT BY GRAHAM POWER TO ALL STATES MEMBERS:
ISSUED 1ST DECEMBER, 2008.
BRIEFING DOCUMENT PREPARED BY THE CHIEF OFFICER, STATES OF JERSEY POLICE
Introduction
I have recently been asked by a number of States Members for details of my current position. This paper has been prepared in response to those requests.
I have taken advice before preparing this document and I have been told that as a constituent, I have a common law right to communicate with my elected representatives on matters which affect my interests.
It has also been pointed out to me that under the Police Force (Jersey) Law, I am ultimately accountable to the States as a whole. In that respect, States members are the equivalent of my "Police Authority." I am advised that this relationship provides me with further rights of communication and representation.
Thirdly, under the procedure and rules of the Royal Court for judicial review, I must show that I have taken reasonable steps to exhaust all other remedies prior to seeking judicial review. I have earlier today hand delivered a letter to the Minister, inviting him within the next 48 hours to withdraw the notice of suspension and to follow the procedure referred to below. The preparation of this brief for States Members is a further step in discharging my obligation to seek a resolution prior to the matter coming before the courts.
Although I have received no formal notification I am told that some form of statement relating to my case will be made in the States on Tuesday 2nd December 2008. I have not been told directly of the nature of that statement or what if any options will be made available to members. I have not been offered an opportunity to comment or to make any representations. In this context, and acting on the limited information available, this document has been prepared as a confidential briefing document for States Members in connection with States business which I understand will be held "in camera." It is not provided for any other purpose and in all other respects it remains confidential.
I am the Chief Officer of the States of Jersey Police. I have been a police officer for over 42 years, and have been decorated by the Queen for distinguished service. Independent assessments by H.M. Inspectors of Constabulary have described the force under my command as an efficient and progressive organisation with strong leadership.
Local surveys of confidence and satisfaction with policing in the island have consistently shown high levels of public support with some satisfaction levels exceeding 90%. This level of operational success has been accompanied by a policing philosophy which emphasises the role of the force in upholding the law "without fear or favor" on behalf of all of the people, and a robust resistance to political intervention in operational matters.
While the necessity of this approach, particularly in a small community, has been well understood by most, it has on occasion created some tensions with those political leaders who are accustomed to exercising more direct control over public services. In the current historic abuse enquiry, the police have been investigating events taking place in institutions owned and run by the States of Jersey and its agencies. In this situation tensions are inevitable and conflicts of interest commonplace.
I am now suspended from duty. So far as I am aware this action is unprecedented. The legal, political and constitutional implications are significant.
The event made world news. My daughter learned of my suspension when she was listening to her car radio in Australia.
My account of the sequence of events is as follows.
1. On the evening of Tuesday 11th November 2008 I was on holiday. I had returned from the U.K. earlier that day and was intending to spend a few days locally before resuming work the following week.
2. During the course of that evening I was unexpectedly telephoned at home by the Home Affairs Minister. The Minister told me that he wished to see me in the office of the Chief Executive at 11a.m. the following day. He told me that the proposed meeting was in consequence of a presentation and meeting which had taken place a short time previously which he and fellow Ministers had attended. He said that the meeting had seen details of reports and documents relating to the historic abuse enquiry.
3. I had not been told of the briefing and had not seen any of the documents to which he referred.
4. I attended as requested and was asked to wait in the area outside of the Chief Executive’s Office. During this time I saw the Chief Minister apparently leave the Chief Executive's Office and return to his own office. I saw the head of States Human Resources take some papers into the Chief Executive's office and leave shortly afterwards.
5. I was then asked to enter the Chief Executive's office. I saw that the Minister and the Chief Executive were present and they were in possession of documents. Later in the meeting it emerged that the documents were as follows:
5.1 A signed letter dated 12th November 2008 headed "Disciplinary Code";
5.2 A signed letter dated 12th November 2008 headed "Suspension from Duty"; and
5.3 A copy of the disciplinary code relating to my post.
6. I had been given no notice that this was to be either a disciplinary meeting or a suspension meeting. I had been offered no time to prepare, no opportunity to make any report, and was not offered any representation.
7. I was handed the letter headed "Disciplinary Code" and the Minister spoke briefly regarding its contents. He then told me that he was minded to invoke the disciplinary code but that I would be allowed up to one hour to "consider my position." Neither myself, nor I believe anyone else in the room, had the slightest doubt that this was an invitation to resign. I stated firmly that I had absolutely no intention of doing so and that I denied any wrongdoing and that I would contest any allegations made against me. I also protested strongly at the unfairness' of the procedure and in particular the lack of any opportunity to make informed responses to matters being alleged against me.
8. My comments were noted but I was offered no satisfactory response. There had been no mention whatsoever of the possibility of suspension up to that point. Towards the end of the meeting, the Minister said that he had decided to suspend me and I was then handed the suspension letter and invited to leave. On my recollection the meeting was over very quickly, although I did not think to note the exact times.
(It is fair to point out that the Minister has subsequently written to me and stated that the meeting started at "approximately 11.10 a.m." and finished "before 11.45." How long "before" 11.45 is not given but nevertheless according to the Minister's own account the entire disciplinary and suspension meeting lasted less than 35 minutes in total.)
9. I have since had an opportunity to study the documents I was given in more detail and here is my account of what should have happened. I attach a copy of the Code.
9.1 Paragraph 2.1 of the Code requires that in the event of the Minister having disciplinary concerns he will write to the Chief Executive.
9.2 Two days after my suspension I was provided with what was said to be a copy of that letter. It is dated 12th November 2008 and in it the Chief Executive is instructed to "conduct a preliminary investigation under paragraph 2 of the code." Part 2 sets out the actions which the Chief Executive is required to take. These include the obtaining of "statements from available witnesses and from the Chief Officer." Later sections of the code set out what the options are if a preliminary investigation indicates a serious breach of performance or discipline. These options include suspension.
9.3 I have raised these and other concerns with the Minister and have received a partial response. Two main challenges are made in respect of my account of events.
(a) The first is that it is claimed that the offer of one hour to "consider my position" was not, after all, time for me to consider resignation but was in fact an opportunity to consider the matters put to me and to offer a response. Apart from the fact that this claim is untrue, it is also transparently absurd. Given the complexity of the allegations and the fact that they are contained in documents to which I have not been given any access, the suggestion that a period of up to one hour could form part of any fair process is an insult to anyone who is asked to believe it and a serious reflection on the integrity of anyone making it. I was left in no doubt that come what may the Minister was determined that the process would be completed with speed and that I would leave the room having been removed from my position one way or the other. This was in spite of the fact that at the time I was on holiday, had several days at my disposal to resolve any concerns, and had no immediate plans to re-assume command of the force.
(b) The Minister has also claimed that a suspension can precede a preliminary investigation. I defy any intelligent person to view the disciplinary code and come to the same conclusion.
9.4 After I had been handed the suspension letter I asked what form of announcement would be made. The Minister told me that a media briefing to announce my suspension had already been fixed for that afternoon and, in an apparently unguarded aside, said that he had discussed with fellow ministers what would be said and the lines to take. I am told that the briefing was subsequently given by the Home Affairs Minister accompanied by the Chief Minister.
I have also examined the suspension letter in more detail. This letter was handed to me at the conclusion of a single meeting which, according to my recollection, lasted only a few minutes. Among other things the letter states "at our meeting earlier today I informed you that I was considering whether you should be suspended from
duty. I now write to inform you that I have decided in accordance with to
suspend you from duty." There was no meeting "earlier today" and I was never given notice that suspension was under consideration.
9.5 I have now written three times to the Minister and asked him to explain what this part of the suspension letter means. I have at the time of writing received no response. In the absence of any explanation it is reasonable to come to a commonsense interpretation of the facts, namely that the statement in the letter is part of an attempt to create a false record of events intended to support a claim that some form of due process had been followed.
9.6 Taking all of the available facts I believe that a reasonable person would be entitled to conclude the following:
(a) The decision to suspend me from duty was in fact taken by the Home Affairs Minister, in collusion with others, on the evening of Tuesday 11th November 2008. Civil Servants were then tasked with producing documents and a form of procedure to give this decision an appearance of legitimacy. Unfortunately (or fortunately in my case) this task was completed with exceptional incompetence and the flaws are evident.
(b) In our society, burglars, rapists and murderers are treated in accordance with prescribed rules of procedure and their rights to fair play and justice are respected. It is evident that the same consideration has not been given to the Chief Officer of Police. Since these events I have been approached by many islanders who have expressed their concern at what happened and have understandably asked "if they can do this to the Chief of Police and get away with it what might they do to others?"
Fortunately, everyone can be assured that I have no intention of adopting a supine stance. I have already received legal advice that the Minister has exceeded his powers and I have given preliminary notice of my intention to challenge the decision by way of judicial review. This will be the beginning of what could be a long high profile series of actions with all the regrettable publicity which such events entail.
10. I will now set out how these matters could have been approached in a calm, measured and discreet manner.
10.1 On the little information I have it appears that the alleged concerns of the Minister arise largely from the preliminary findings of a review, carried out by the Metropolitan Police, of the earlier stages of the historic abuse investigation. This review was of course carried out at my invitation. I understand that the review has highlighted some issues regarding the processes and management structures which were in place during the earlier stages of the enquiry and draws attention to the fact that these were not consistent with what is customary in London. I also believe, and I think that this is important, that none of the critical comments relate to anything in place in the force at the current time and that the review offers support for the structures which, during the course of the investigation, I have either put in place personally or directed others to put in place on my behalf.
10.2 It is quite normal for such a review to present challenges. If a Minister has any concerns in respect of matters raised then it would be reasonable and proper to ask the Chief Officer for a report. Had I been asked to do this I would have seen it as my duty to do readily as requested and would have provided a full and accurate account to the best of my ability. It is probable that in doing so I would have drawn attention to the complex and challenging nature of the enquiry in a small force with a small leadership team and in particular the fact that the force establishment provides for no role equivalent to Assistant Chief Constable (Crime) as is common in U.K. forces. (The Post of Assistant Chief Constable "Crime" or "Crime Services" is one which is occupied by a person trained and qualified in the exercise of strategic oversight of major crime enquiries. There is no equivalent post in Jersey.) I would also have drawn attention to how, in the absence of any locally qualified person, extensive use was made of external experts, appointed by the Association of Chief Police Officers. The appointed experts assisted in the earlier stages, made a series of written recommendations, and offered positive comment on the speed with which their recommendations had been put into effect.
10.3 I would also have reminded Ministers, including the Chief Minister, how they were given direct access to these specialists without either me or any member of the force being present, and how Ministers appeared to be satisfied with what they were told. Ministers might also have been reminded of my determined efforts, commencing in 2007, to persuade them that there were emerging skill gaps in the force which needed to be filled by at least one external appointment and how they and others raised a number of challenges which had the effect of delaying the implementation of those recommendations.
10.4 Had I been given an opportunity to submit a report in response to any concerns, the Minister might have been satisfied with what the report said and the matter could have been swiftly concluded. If he was not satisfied he could, if he felt justified, have sought independent advice. If any serious concerns were not resolved he could then have made reference to the discipline code and activated some of the early stages which provide for a number of possible outcomes. In the event none of this happened.
10.5 The Minister opted for immediate suspension, without asking for a report, without a preliminary investigation, without a hearing, and without offering me any representation. What could have been a calm and discreet internal process has been turned into continuing world news with all of the associated adverse consequences.
10.6 The task of preparing a report in response to the issues raised would of course require my access to documents, police buildings, and computer networks. The terms of my suspension now prohibit me from access to all of these things. It is therefore my position that not only have I been subject to an unjustified and unlawful suspension but that I have at the same time been placed under restrictions which effectively prevent me from preparing any defense to whatever is alleged.
11. It is perhaps worthy of note that to date the police are the only agency whose policy framework for this enquiry has been compared with the usual practice in London. It is known for example that in London the Crown Prosecution Service, and the Education and Social Services Departments have guidelines governing strategic management issues in investigations affecting children. Nobody has yet asked whether the comparable services in Jersey are compliant with the relevant London guidelines or who is to be held responsible if they are not.
12. Over the past two weeks it has sometimes been pointed out to me that my personal position is one that some would envy. I am a police officer who is well past the normal retirement age who is being paid a substantial salary in exchange for no work. That is not how I see it. When I was first sworn by the Royal Court as a Jersey Police Officer, I promised to uphold the "laws and usages" of this island. That commitment still stands.
It places upon me not only a right but a duty to challenge what I consider to be a blatant abuse of political power and a breach of the legitimate rules and guidelines which govern us all. The integrity of the criminal justice system depends on the ability of the police, the prosecution and the courts being able to operate free of political interference and intimidation.
Any action by a government to seek to remove the head of any of these agencies is a severe step which should only be taken with significant thought and fully in accordance with the required procedures. This should also be accompanied by a full recognition of the potential wider consequences for the island's reputation and for public confidence in the independence of the criminal justice process.
13. In this context my position is that my suspension was neither proportionate nor necessary, and in any event, was carried out without fairness or proper procedure. It was an action which was seemingly designed to publicly humiliate and demoralise me to in the hope that I would lose the will to continue to remain in office.
For the avoidance of doubt I have no difficulty whatsoever in being held to account for the proper discharge of my duties as the Chief Officer of the Islands police. I do however have a legitimate expectation that any challenges will be addressed in a calm and professional way through the due process of law and agreed procedure. I object strongly to the arbitrary manner in which issues affecting my position have been addressed over recent weeks.
The Association which represents the interests of Chief Constables in the U.K. has reviewed my case. They have determined that my suspension cannot be justified and they have written asking that I be re-instated with immediate effect. At the time of writing I am told that they have received no satisfactory reply and that further action on their part is now probable.
14. The issue in which I am now engaged involves a range of complex legal and constitutional issues for which there is no known local precedent. Ministers tell me that they are acting throughout with the full advice and support of the Law Officers' Department. I have asked, in the interests of fair play, that I be provided with independent legal advice in order that I can understand these issues better. The Minister has refused this request. I am therefore being placed in a situation which requires me to confront the full wealth and power of the Council of Ministers and Law Officers' Department while working from home supported by family and volunteers.
I am undeterred by this situation and I am now taking preliminary steps to seek a review of my suspension by the courts. During this process I will act as a litigant in person and will prepare and present my own case.

Yet again, I m not surprised, the corrupt abuse of power is frightening, however must be stood up to. Being a litigant in person is daunting but at least I assume the hearings will be in an open Court where at least their lies will be published somewhere.

I feel hugely angry yet entirely powerless in the face of these events. Stuart - what can we, as ordinary citizens and voters, do to make our feelings known and see our elected representatives act upon them?
What an utter disgrace, their tangled webs will destroy them. Ogley should be suspended today - I could think of a number of reasons.
Warcup should also be suspended, he openly admitted he had "ripped up evidence" in an address to the media. I cannot believe he has not be questioned or suspended for ripping up Queens Evidence. How much was he paid to aid and abet?
Mr Power I wish you well, you along with Stuart and Lenny want to see Justice for the Abused. They want to cover it up.
So the tail wags the dog, a gutless Home Afairs Minister fires the gun for a wily former CM and 200k plus a year civil servant.
Documents are destroyed, procedures not adhered to a police chief is suspended on full pay and hey presto in general the majority of our elected representatives in general do **** all about it.

I await with interest as to which of our political reps did not support the proposition. They will be the truly establishment ones who are allowing this cover up to continue. I almost already know the names. The vote will have been lost 30 votes against to about 20 for. No prizes for guessing who that 30 were. Shocking!!!!

is the vote for the 'in camera' debate posted on states assembly site. The votes are usually shown immediately unlike the hansard. Are they dragging their feet or will we never know who voted for and against
The voting is public, so should be around on a number of sources, such as the States Greffe web site.

I have just recieved a letter this morning, from the House of Commons, Bridget Prentice. It is the usual 3 page offering of spin and swerve. I hope that Bridget Prentice never has cardiac problems, as I fear that if she ever did the surgeon would never be able to find her heart - there is obviously a big cold hard stone in place of where that organ should be. In short, I am disgusted yet again by that woman's response to institutional abuse. She should be jumping up and down in rage that these abuses have happened and been covered up again and again and again.
Like I said before, we are all swimming against the tide, and I have no doubt at all that we are not wasting our time and energy in doing so.

The person who wrote this echoed what I was thinking. I could not have put it better. I am worried about the future of our island and ordinary citizens if this is 'The Jersey' way, being Jersey myself it is not 'My' way.

Phoned ctv to enquire as to why there was no mention of Mr Power in tonights report, when I refused to leave my name I was told that my complaint would be invalid which I suppose is fair enough so I said goodbye. After a couple of seconds I decided to come clean and rang back,the original reporter had gone for coffee and I was handed over to what I presume is a"more important "reporter (jean jaques?) keep up the good work Stuart and you are right you really couldn"t make it up!

I read that Graham Power has no legal representation in this, relying on his family and friends. Is it not time to set up fund to which people can contribute to help those fighting for justice against the corrupt and quite unbelievable practices that are going on here?
I for one would happily pitch in something and I guess there may be others who would do the same. Who knows you may even get a rich benefactor with a conscience who would do something worthwhile with their assets for change (then again maybe that's a bit fanciful)
Thoughts from the Microcosm - A First Birthday.
22nd January - 2009. A whole year of blogging.
Firstly - thanks to those who read this blog - well, at least those who approach it in a reasonably sane frame of mind.
One year - and over 100,000 unique site users.
I hope what we produce - and I say 'we' because reader contributions are so important - on this blog is useful.
What of the next year? Frankly - I'm just too knackered to write much now - but I will be tidying the blog up - attempting to make it a bit more functional.
Both the random opinion pieces - and contributions to the battle - will continue.
I also thought I would begin an occasional diary column - in which I might relay how things are for me personally. Look - I get enough bloody accusations of Narscisism anyway - so I may as well get the benefit of a little self-expression.

The whole sordid saga in Jersey seems to have remarkable similarities with the child abuse in North Wales care homes.
In North Wales, the perpetrators included two members of Thatcher's Cabinet (one of whom sits in the House of Lords to this day)a number of prominent people, the son of a local aristocrat and as a very good source told me, "the Police".
Could there be parallels in Jersey given that the powers that be are so keen to cover up the crimes against children there?
Another factor to bear in mind is that at least one member of the present government, Cabinet member too, is a paedophile. In the Operation Ore, he was found to be downloading pornography involving children and of a very serious nature. Needless to say that he was never prosecuted for this.
I think we have to face the fact that the whole British Establishment, including Jersey, either participates, or colludes, in child abuse. It is as sick as it gets.

A large number of people went through the traumatic process of looking at long buried memories which were painful and often horrific. We made statements to the SOJ police in the hope and belief that abusers woould finally be brought to account and we could move on with our lives. I agree with the poster who said that victims are being abused all over again by the corrupt Jersey system.
Have our statements been ripped up along with other evidence? Did we do all this for nothing? We need answers!

Regarding the Pindown abuse in the UK:
I have just found out some very startling information about the Staffordshire Pindown scandal, regarding certain members of Parliament, and I will be posting this information shortly as I think it will be of great interest to the Haut de la Garenne survivors.
My own MP seems to have tried his best as far as I can see to look after the interests of vunerable people, and to stop institutional child abuse. It is too easy to come to the conclusion that everyone in government is corrupt, but it is far better to look at all the facts properly, and try to untangle the mess strand by strand. There have been so many secrets and lies told over the years about institutional child abuse in Jersey and also the UK homeland, it is hard for honest MP's to cut through the web of lies, and so it is easy for us people who have been hurt to jump to the wrong conclusion - we have to look at these things very carefully. How easy it is to slander and tell lies about someone in order to create a smokescreen - look at how Graham and Lenny are being treated!
I've heard the rumours about certain Government ministers being caught with pedophile images on their computers, and other rumours, but I don't think it is a good idea to jump to any conclusions about this, as it would be quite easy to slander a honest albeit a bit incompetent parliamentarian in that way.
We must be very careful to stick to what we absolutly can prove to be the truth, and not use rumours and hearsay.

You have a point, some are not the best but I think this applies equally to the imports don't you? From what I have been told they also tend to gather around them their own friends making it a no go area for others who may be equally if not more qualified and suited to those jobs.
Ghandi made an interesting observation he said he prefered bad government by his own people rather than good government from others not of that country. Surely those of the region know whats best for that region? Surely incomers don't always have this inbuilt mechanism and can cause a lot of problems that otherwise wouldn't have occured because of their lack of understanding of the region,its culture, and its indigenous people? I prefer diversity and not mono-culture where everything is boring and the same. I think it is fair to say Jersey is not part of England and therefore shouldn't be doing its best to be just another county of that country.

Sir/ Madame - The antics of the Bailiff and his brother in the Holland, Sharp, Liberation Day and Lenny Harper retirement card scandals indicate a certain weakness in the argument put forward.
I hope Mr Power when he exhausts the domestic arena takes the States and UK to Europe - his right to a fair hearing seems remarkably curtailed.

At what point will Jersey’s establishment stop trying to cover up the monstrous sexual, mental child abuse cases that have occurred over the years in the island.
When will the destruction of vital evidence be stopped and those responsible be prosecuted and brought to justice?
How any society can so palpably protect the perpetrator‘s of such vile crimes with untold cover ups is beyond credence.
Nobody in my whole family buys the rag anymore.
£2.70 a week x 7 saved there.
Oh dear just worked out that the rag loses nearly £1,000 in turnover a year because of this.

The record of restraint
Physical abuse often emerges many years later
The investigation into the Windlestone Hall school in Durham raises the issue of youth discipline seven years after the Levy report exposed a fresh wave of punitive restraint practices.
The damning report into the Staffordshire pindown scandal, where children were kept in solitary confinement often half-naked for long periods, condemned some of the harsh methods employed by homes and boarding institutions.
Few details have been given of the investigation at Windlestone Hall and there are no suggestions that any of the alleged incidents involve practices that have previously been the subject of inquiries.
Copying phone books
The Levy report revealed that four children's homes in the county opened used extreme measures to discipline more than 130 children aged between nine and 17.
They were not allowed to talk to anyone while being punished by pindown and were often made to do menial tasks, such as copying from telephone directories.
Tony Latham, labelled in the report as the "architect" of the pindown method, said he was responding to a "hopeless situation".
Supporters of his methods said at the time that isolating difficult children gave them time to consider their behaviour and change for the better.
But critics said the system was inhuman and brought out the worst elements of institutional control.
The Levy report concluded that the method was in breach of statutory regulations governing residential homes.
It also called for better training and pay to raise standards and expertise.
Homes in Newcastle-under-Lyme and Stoke-on-Trent were also known to use pindown.
Care workers resigned
In 1995, new allegations surfaced in Birmingham, where seven care workers resigned after reports of systematic physical abuse.
Boys living at the Acorn Grove children's home were said to have been beaten and given "flying lessons", where children were thrown around a room.
Also in 1995, allegations emerged of harsh punishments at a private residential home in Kent.
As well as beatings children were subjected to "bouncings", where they were thrown against furniture and walls.
Earlier this year the government announced the "reasonable force" that teachers in schools could employ to tackle a growing number of violent or difficult pupils.
The guidelines leave it to local education authorities to outline "restraint holds" and "release holds".

they seem suprised that nurses are in short supply, and those left feel totally undervalued.
But I hear they have a cunning plan.... under value the paramedics and you will have nobody to deliver patients to the under-valued nurses... simple.

JEP, just don't buy it if you think it is an organ of the establishment. I haven't bought it for years and refuse to do so on the grounds that it doesn't give a true picture of life on the coal face over here. If you relied on the rag for your information you would believe everyone is lapping it up over here with very few cares in the world. They only touch on things in my opinion when given the nod by the establishment. A good example I believe is the drugs story of a week or so ago. Why was this brought to light? My honest view is that those in charge know they have messed up with GST and need to employ more Customs people to cover for the time now being wasted on this appalling tax. I had mentioned problems like this to certain people and was told everything was taken into account in their decision making process!!
Carve up comes to mind mind you it is difficult to isolate specific instances as they are so common place now that they pass as if on Bruce Forsyths' Generation Game conveyor belt with monotonous regularity and speed. And today we have one great big incinerator guarenteed to cause loads of problems followed by a 24% rise in electricity prices because of paying in euros, followed by the collapse of Woolies followed by promises that we are well positioned to weather the store from Ozouf and co......
What is the next debacle to hit us from our so called leaders? Maybe we could hold a "guess the next cock up" competition. The winner could get a free day in the states chamber.

The woman who got the HR post at Education sole 'relevant' qualification was that she was the best friend of a senior staff member there who was having an affair with Tom McKeon when he was Chief Officer at ESC.

Truly we are battling against an axis of incompetence.
Is this a fact that middle management States civil servants are paid more than elected States members? If it is true its not right.
Before we lay into Mike Pollard lets just recap on the latest important health issues.
Not enough nurses.
Patients being sent home before they should be to free up beds.
Consultants being paid for States work while they see their private patients.
And what was finally decided about the reciprocal agreement? Do we know if our treatment in the U.K. and E.U. is guaranteed? (If another operation was botched over here would the hospital be as quick to send someone to the U.K. if the health department was going to be billed for treatment?)
All of this under Mike's guidance.
I must say in fairness to the new Home Affairs Minister - the law relating to the Police Chief does actually stipulate that any debate concerning the Chief must be secret.
And it has been that way for a long time.
The new HA Minister can't be blamed for that situation.

Hospital Crisis!
Pollard is quoted in tonights paper saying that everything was being done to improve the situation and support the most under-pressure departments.
The staff at the hospital have been trying to bring this to the attention of the minister for a long time now. Bill and Ben have been about as much use as a chocolate teapot! Pollard feeds the minister with what he thinks he wants to hear and any member of staff stepping out of line or speaking to the wrong people are either suspended or no longer required. Others are so bullied that they just leave. 5 nurses resigned last week. It would be good to see how many resigned last year, I think we would all be quite shocked. Pollard is an incomptent, bullying shyster just bringing the Health department to its knees. He needs to be dispatched and quickly.
Keep up the fight Graham Power and Karen Huchet, the truth will come out!

The last time I read the staff nurses terms and conditions they were on a basic 40 000 pounds per annum (with shift allowance) with over seven weeks holiday, paid sick leave, maternity and paternity benefit and final salary pension.
Please compare this to the woolies staff. Sorry - why is this a bad deal for jersey nurses?
The RCN rep who told the JEP she'd worked over 30 hours in a 36 hour time span should hang her head in shame. Lorry drivers, pilots and air traffic controllers are restricted in the number of hours they can work due to the safety issues. Can the RCN rep state she was truely safe why did she not protest about the undue hours at the time. Perhaps if she shared the same fate that pilots share with air passengers if they make errors of judgement she may have a different perception of patient safety. I am concerned about the poor patients in receipt of her care in this period. Did organisational managers approve this behaviour if so they too are culpable for poor practise. Surely the organisation has a duty to protect patients from poor practise?
The RCN need to grow up and stop frightening the public with spurious allegations nursing shortages and threats of poor care. The hospital is experiencing an annual two week crisis caused by short term illness. The effects of such illnesses hit both the UK and Jersey every year and should be planned for in the winter bed campaign
Where is the management presence in all of this. Surely management of absentism is part of this process.
Do the wards really need to be fully staffed by qualified nurses, surely some of the woolies staff can be trained to undertake care duties supervised by trained nurses.
The new Minister and CEO of Health want a new hospital and high pay awards for nurses. No evidence is produced to support these views.
The nurses received substanstial hike in the last pay award. ( The States were asked to pay over one and a half million pounds)
Strange that a nursing crisis has arisen 2 days after the paramedics declare a dispute about salaries.
It's a slippery slope that the poor public will be asked to pay for.

When I left jersey social services in 2006 after a whole 2 weeks working there,I wrote to Bill Ogley about my concerns for staff and part of my 7 page letter said there was a sense of fear amongst some staff that if they spoke up about poor practice they would get the sack. I believed this to be true hence I left.Nothing I have seen since then has convinced me the staff of I was wrong.The tally now runs at Simon Bellwood, Stuart Syvret and Mr Power. Simon was a manager who challenged poor practice. Stuart did the same, and so did Mr Power. Once would be unusual in a population of 90,000,twice suspicious and three times!!!There is a clear pattern here. I used to be a probation officer and a key phrase when assessing behaviour was " in the abscence of any other evidence, the best predictor of future behaviour is the past."
The only message to any member of staff in all departments in jersey now must be " do it the Jersey way or not at all!!" Jersey has shortage of nurses and social workers, both jobs where honesty and and a need for openness about faults in the system are essential for continued safe practice and the protection of the vulnerable.
It is no surprise to me that staff of integrity in these profressions will no longer come to work in jersey as their careers are at risk if they do so. Unforunately the opposite may be true. You could now find those attracted by secrecy and a desire to abuse gravitiaitng towards Jersey and perptuating cycles of abuse.Abusers gravitate towards areas where they know they can keep it covered up, or poor practice will not discover them until it is too late.
Change is essential for jeresy of this carousel will keep turning and you will be asking the same questions year after year.A very nast groundhog day. I hear your subtle meaning about this states employee- and the lack of any "good practice" by his employers regarding the allegations of child abuse made against him..quite bizarre!.
Lets not forget about another states employee-DANNY WHERRY-hes been arrested 3 times over allegations of child abuse and is still under investigation by the police yet he also retains his seat on the gravy train.
I dont want to say "you couldnt make it up"....

How can anyone seriously listen to what Mario Lundy had to say about children in the article the other night 'fear in the classroom'. Perhaps by his methods we should stick all the kids in a room with him - he ll soon sort out the problem then - Lundy style - don t forget to move the furniture though.
Notice how 'they' have been leading the debate away from Mario Lundy, creating diversionary 'targets' so we will forget about what he has done. Is that why his name only crept in at the end of the article?

I have done everything in my power to find out if there is any truth in the allegations made against Mario Lundy.
These are very serious allegations and truly frightening to any parent who has children in the school system.
He will not reply to my e-mails nor will he meet with me. The former Minister for education would not confirm or deny the allegations.
I am at a complete loss as to what I can do to find out the truth and equally at a loss as to why I, as a parent of 2 children in the Education system, appear to have no right at all to any answers.
Is there any avenue you know of that I can go down, whether it be Freedom of information or asking the police?
If Mario Lundy is a suspect in the ongoing "historic" child abuse investigation I believe every parent on the island need to be made aware of this and he should be removed from his post immediately............ as a "neutral act"

Today they announce that there are NO missing notes and you seem to think Power is innocent when you do not even work for the Police or have any inkling as to what is really happening behind the scenes, and what he is being accused of. If this was as you make out a complete stich up then when will it be thrown out?

The Destruction of the Notes - and do I Really Know What I'm Talking About?
Yes - I do; and so should everyone else who has been paying attention.
What you read in today's Rag - the comments of the former Home Affairs Minister - I suggest you go and read again.
What he actually says does not contradict the facts as reported on this blog.
Hand-written notes were taken - a version of those notes was then typed-up.
Those typed notes certainly exist and were distributed to the relevant parties - as I said in my blog post.
Mr. Lewis asserts in The Rag that the transcript he signed off was "full & accurate".
However - we only have his and Ogley's word for that - which is precisely why written notes of meetings are kept - to aid in the event of a dispute.
However - the contemporaneous - hand-written notes - were destroyed.
Contemporaneous notes of meetings of this nature are never destroyed.
In 18 years as a States member I have never come across an example where notes taken at a meeting of such magnitude - dealing with matters which were going to be of extreme controversy - got destroyed.
That Ogley destroyed the notes in this particular case can only lead to one conclusion.
So - to be clear - your quote that it is reported "there are no missing notes" - is of itself inaccurate - because Lewis concedes that the hand-written notes were destroyed - but then make literally incredible excuses for such actions.
As the notes were destroyed - they are "missing" - beyond all hope of recovery - very conveniently for some.
In case you still prefer the Lewis/Ogley spin - let us remind ourselves - during the debate the new Home Affairs Minister - to his great credit - confirmed the notes had been destroyed - and that he was "horrified" by this act.
The plain fact is that the crucial, hand-written notes - of what was a meeting of the utmost gravity - were destroyed by Bill Ogley - against all good practice, custom, procedure and good process.
Believe me - on this, one, single ground alone - the States of Jersey will lose any court action that may be brought by Mr. Power.

OK Ogley criminally destroyed his hand written minutes, these were the only written record of that meeting. He destroyed them for a reason, something or things were said at that meeting that were not put in the typed up, in ciculation, doctored version. Only Mr Power would know what has been left out. Its a shame he didnt have a witness in with him, or a clerk taking the minutes.

Anyway - Family Nursing & Home Care?
I visited FNHC on several occasions.
I also spent an entire evening traveling around with FNHC nurses - visiting both the eastern sector and the western sector - and spoke to many clients.
Do I think FNHC was run perfectly?
No - as is a matter of public record. Some may recall the public falling-out between that organization and my old H & SS Committee concerning budget demands.
However - I repeat - the present episode - which has seen the long-term suspension of the Director began after I left Health - so I don't know anything about it so I can't comment.
FNHC provides a good service - much appreciated by many people around the island.
However - I did - and still do - believe it needs modernisation - perhaps significantly so.
But that's a whole new subject - which, because it is interesting - I will do a blog post on sometime soon.

Yes - you're quite right - it is very sad that Mr. Power didn't have a clerk, supporter or witness with him.
Hardly surprising - given he was not told before hand what the true purpose of the meeting was - probably quite deliberately - in order to ensure he didn't have a witness.
Again - calling a person to such a meeting - without telling them the true purpose - thus denying them proper due process - is yet another example of the plain illegality of the actions of the States of Jersey.

In opinion whoever destroyed the hand written notes should be suspended pending an investigation. If this person had nothing to hide why destroy notes that may be needed in case of a dispute? I frown on any tampering of any records. Surely all this is going to do is make people come to the conclusion that certain people in authority are tampering, even destroying evidence, because they may be implicated or someone they know may be implicated.
This is not the way to act in a free and open society as far as I am concerned and just gives fuel to people's fears of cover ups.
If our nurses are so underpaid and overworked why has it taken a front page headline to highlight their plight?
Are people in Jersey so scared of the authorities that they will not stand up and cry help - If the situation is as reveaed in the JEP - nurses should arrange a demo and ask the people of Jersey to come out and support them - I am not suggesting a strike - just a gesture of solidarity!
It would be interesting to know the answer Ogley would give if he was asked. Why, and for what reason did you destroy the original minutes? VFP go for it!!

Why do we keep using nurses from agencies rather than recruit enough to work permanantly in the hospital?
Agency staff cost a lot more than employees.
When will this ridiculous obsession with lowering the States wages bill by fiddling the books end? In the real world governments are about to start spending on job creation projects to save their economies. But Ozouf(our real chief minister it seems) and friends are still stuck in a right wing eighties fantasy where the wateful state must be dismantled to allow the brilliant minds of business room to run the world by the laws of the marketplace.
If only they didn't read the rag they might have heard the news from the outside world.

I see from the Vile Rag that Perchard has been completely duped by Pollard into believing that the health service is underfunded. Not surprising as what can a farmer who left school at 15 possibly know about the complexities of running a health service - Pollard must be rubbing his hands with glee - it's like taking candy from a baby.
It is also complete and utter b*ll*cks, the true facts are that the service is grossly and incompetently mismanaged by Pollard and his ineffectual managers. And to add insult to injury we as the tax payers are going be asked to pay more in taxation to bail Pollard out of this mess of his making.
Why is no one questioning the managers performance, the efficiency of the service (or lack of)? Oh of course why bother when all you need to do is throw some more money at it - that's a lot easier and needs a lot less balls than tackling the real problem.

One would also question if was appropriate for States members to vote on an enquiry. There should be an enquiry - it was not up to States members to oppose this - it is a matter of human rights.

I agree with teh blogger who suggests that pertinent questions should be asked in teh States about the funding and management by civil servants of the health service. Using teh present 'flu epidemic' as a smoke screen to hide underlying issues just won't wash. If the service was staffed appropriately and managed effectively contingency plans shoudl be in place for events such as this - it is not a surprise that illness is more prevalent in winter and effective planning - especially in a health service - should be in place to manage such circumstances. What we read in teh rag is I suspect the tip of the iceberg.........but if the workers will not stand up and tell the public what is going on then we will be drip fed a load of sound bites and the situation will just get worse. I am loosing sympathy with organisations who hide behind civil servants and wont take action ............
The 5 year safety net of no redundancies for SOJ civil servants ends in May this year, so ineffectual middle management, and above beware!

Jersey Insight is free, and a lot of people choose to look on there lately. After all the advertising in the JEP is hardly inspiring with spelling errors, poor quality print, and if people are getting reluctant to buy the RAG because of what it stands for, you are wasting your money(and it isn't cheap either!)anyway.

Use Jersey Insight as they are free. I wouldn't use the rag on principle as it costs money and isn't impartial in its news reporting. At least try it and see. Many more people use it and it will over take the JEP in number of viewings (if it hasn't already done so) as far as I am concerned.
The JEP is a dinosaur as far as I am concerned and will be consigned to the dustbin of history as another quaint very local paper that allied itself with the rich and famous.
Remember only by people like yourself ditching this paper and using other areas to advertise in will we rid ourselves of this government mouth piece in my opinion. You want change then change your advertising mediums!
Going off on a tangent a bit here, but still relevant to the Power/Harper/Hautdela Garenne situation and all 'cover-ups' and corruption that seems to seep through this Island. It would be interesting to know who, in the Establishment, JEP management etc. are Freemasons or members of any other 'funny handshake' club?? They will stick together through thick and thin and I suspect many of them would walk around with a rolled-up trouser leg on occasions!
Freemasonry is a very contentious issue, and prevelant in these sort of situations where people close ranks.

No competent Human Resources professional would sanction the destruction of the notes of a disciplinary meeting before the transcript had been agreed by all parties involved in the meeting. QED the States of Jersey HR department have been incompetent in their handling of the disciplinary action against the Chief Officer of police.

Yes - well done advertiser. Advertising is what keeps the Rag and it's other publications going being it's main source of income, the less that people use that medium, thed quicker its demise. After all, no news is better than one sided news. Someone with a bit of entrepeneurial spirit could start a small weekly advertising magazine, a freebie either delivered to homes or picked up in selected shops, and advertisers could advertise at a fraction of the extortionate cost that the RAG charges.
Back to the Graham Power issue, it is a very dangerous game to destroy anything at all whether or not notes were typed up from handwritten notes (did Mr Power have sight of any of these notes?) until the issue has been resolved satisfactorily.

Ref Mr Power - let us indeed hope that the fact that his suspension may after all have been handled wrongly is correct. More embarrasment and 'egg on face' for the Establishment.
A) How can 2 newly appointed Police Officers be so corrupt? According to Police officer, past and present, Harper and Power were not the greatest of Officers to work for, so who is wrong in all of this? The more I read the more I see you are on your own;
B) Why have you also put it upon yourself to be directly involved in a Police investigation for over a year now, when, unqualified to be so?
C) If what you say on here is so accurate then why is it always dismissed by your colleagues, and, why do they never contribute?
D) Do you not think that anybody in their right mind would see the evidence that was dug up at HDLG as nothing more than old 'rubbish'?
E) You say these 'note' are supposed to be kept in existence. I understand that this is normal for such notes to be typed up and destroyed afterwards, so are you and Power only trying to bend the law yourselves here?
F) If Power is sacked in the end, do you not think that should also follow suit and resign?
G) Two departments which you were at one time directly responsible for have been in the news. Do you always blame everybody else but yourself?
I'm interested to note that Mr Power is only openly complaining about the use of incorrect procedures, unless I missed something. Nothing about innocence? Perhap he's saving his ammunition for later?
By now he's been in Jersey long enough to know that incorrect dismissal procedures are standard management processes. They have happened at Health, Home Affairs, FNHC - in fact they happen everywhere all the time. Curiously, those at "the top" who now seem to protest so much are sometimes those whose "management processes" have been questioned, and found wanting, in the past. Still, perhaps they learned a bit from that experience.
A Comment is posted further up this list which begins:

The comment then goes on to list points from (A) to (G).
I would have responded to the comment earlier – but I’ve had higher priorities – and as any experienced politician would confirm “never argue with an idiot in public”.
But – whilst I have a few moments I thought I’d respond to what is – yet another – example of someone who just hasn’t been paying attention.
(A) I have never described Officers Warcup & Gradwell as “corrupt”.
I have certainly described them as ignorant, stupid, incompetent – and – politically – as naive as new borns.
They have allowed themselves to be used – utterly – by the Jersey oligarchy.
It may not matter personally in the case of Mr. Warcup – he seems to have the remainder of his career ‘sorted’ – or, at least he thinks he does.
But poor Mick Gradwell – reputation shattered into a million pieces.
The fact remains – the two officers delivered a grossly political press conference – as a part of the establishment’s efforts to bury the Howard League report – and during that press conference issued a 5 page press-release riddled with omissions, half-truths and outright gross inaccuracies.
I can only assume both men – Gradwell in particular – had simply been too stupid to have fully read and absorbed all the evidence before launching into the insanity which was that press conference.
And in case the commenter – or the officers themselves – think my analysis is too harsh – consider; I – and a number of very experienced UK journalists have searched hard for a precedent – a similar example when two senior officers recently joined a major investigation – and then set about publicly – to the world’s media – trashing the work, credibility, reputation and usefulness of the prior investigation.
And in so doing – at a stroke – virtually annihilating the possibility of successful future prosecutions – because every defence lawyer will now be able to stand up and say: “the investigation and charges against my client are rubbish – real rubbish – because even these senior officers from the States of Jersey police have said the investigation was incompetent.”
I repeat – the only – charitable – conclusion one can come to is that Mick Gradwell is simply a complete bloody idiot – and miles out of his depth.
I know he nearly did resign before Christmas.
I would urge him to do so now – he has zero credibility in this investigation – but from his personal perspective – his professional reputation is now in tatters. The only means of redeeming himself is to confess he was used and misled.
(B) I am NOT directly involved in the police investigation. The police will do what the police do – or, more accurately in Jersey – will do whatever William Bailhache tells them to do.
But I am involved in the subject of the whole saga –closely and inescapably. This on at least three grounds.
I am a witness of first complaint, or corroborative witness to complaints, in a significant number of cases.
I am a complainant myself – in respect of all the brazen examples of perversions of the course of justice which have been committed by senior civil servants over the years.
I am an elected representative – and a significant number of my constituents want and need my political efforts on their behalf – indeed, many survivors have asked me to pro-actively continue to fight this battle.
I would be failing in my duty to them if I just did what the Jersey oligarchy and its supporters want – basically shut-up and disappear.
(C) A significant number of my political colleagues do share my concerns – and are pro-actively helping in many ways, behind the scenes.
As far as the oligarchy politicians are concerned – well, of course they’re going to carry on asserting black is white. Not only is that the habit of the Jersey oligarchy – because they’ve always got away with it in the past – but in this case they’ve bet the farm on another successful cover-up – nailed their colours to the mast. So they’re hardily going to change position now.
(D) No – as much as the commenter would like it to be otherwise – 75 children’s teeth and a quantity of bone fragments – are not “old rubbish”.
And as far as the other items are concerned – I’ve never seen two gutter down-pipe fixing rings – connected together with a short length of chain.
(E) It is NOT normal practice for the contemporaneous notes taken at meetings, such as that at which Graham Power was suspended – to be destroyed.
And most definitely NOT until ALL parties to the meeting have had an opportunity to read the typed minutes – then agree them as an accurate record.
(F) Mr Power will not be sacked. At least – not on any remotely justifiable, proportionate – or credible – grounds. Of course, the Jersey oligarchy are, indeed, stupid enough to sack him anyway – after all, the massive compensation he would rightly win in court is only taxpayers’ money after all – not coming out of the oligarchs’ own pockets.
But even if he – or any other individual – was at fault in some way – of what relevance would that be to my position? I can hardly be responsible for the actions of others.
(G) Two departments? I assume you are splitting H & SS into two separate departments when you make that inaccurate assertion. It is actually one department.
As regular readers of this blog will know – I have accepted that portion of responsibility which is mine – on many occasions.
But in the hierarchy of culpability, it is the immensely expensive – supposed “experts” – who have proven themselves to be a collection of lying, lazy, incompetent, dishonest, crime-concealing, ethically bankrupt scum – who are principally to blame.
And no amount of garbage comments from them submitted to this site is going to alter that fact.

Anonymous with points A-G, your observations are hardly worth commenting on, but if you read this blog in it's full context and not 'cherry-pick' and use incorrect wording you will realise why it will not bear much weight. I am very surprised that you think Stuart is 'on his own', far from it, as can be verified by all the support he has on his blog which is a very useful mouthpiece for all the people who feel so strongly about the corruption seeping through this Island
