JERSEY MINISTERS AND THE TWISTED AGENDA.

Graham Power

On How We’ve Been Diverted.

In the interview, Mr Power – Jersey’s recently retired Chief of Police – makes some dramatic and very blunt observations on just what has taken place in Jersey – and just how the Ministers of Jersey’s government have conducted themselves.

And in addition to Mr. Power’s observations – I can reveal below, some simple, brief evidence that shows just how spin-doctoring the entire child abuse disaster was always the core – the central – objective and priority of Jersey’s public authorities.

In the interview, when referring to the fact that so much time has been spent focusing on allegations against the police investigation, instead of on the child abuse, Graham Power says:

“We’ve all fallen into a trap....we’ve all fallen for it again......we’re talking about the abuse inquiry – and not talking about the abuse......... You’ve got to give Ministers credit where it’s due. They have very skilfully and very successfully deflected the agenda......”

“.....The agenda has to be brought back – to talking about the abuse........because if you follow some of the accounts given by some of the victims - you are dealing with what is effectively state-sponsored paedophilia that occurred over decades.”

Mr. Power goes on to say:

"What is particularly disturbing is the number of people who I recall said - “look, I drew this to the attention of the police, I drew this to the attention of the authorities. It was all swept under the carpet, nothing was done about it. Too many of the offenders were too well connected, they knew enforcement people, and it was just made sure that I wouldn’t get any justice.”"

Of course – those observations are correct. Making a huge – diversionary – “controversy” – usually based upon nothing of any substance – is one of the text-book devices in the armoury of the propagandist – or spin-doctor, as we call them today.

It is a common and favoured tactic of the Jersey oligarchy. For example, regular readers could cast their minds back to the summer of 2007, when I first exposed the systemic failure of Jersey’s public authorities to protect vulnerable children. What was the big, high-profile, “issue” then? The “story” that consumed the Jersey media – with undiluted focus?

Not the fact that here were many evidenced examples of concealed  - recent - child abuse. Nor that here was the government of Jersey – in the 21st century – oppressing a Social Services Minister for trying to protect children.

No - “the story” was – ‘how terrible – that this dreadful politician was “undermining staff moral” – by holding them to account for failing to protect children.’

So yes, it is easy for any thinking person to see just how the real – the important – issues, can be hidden beneath a load of fake, manufactured diversionary spin.

But as important as it is to not lose focus on the core issue – we also need to recognise and understand just how it is we have been manipulated.

Because the vast child abuse cover-up by Jersey’s public authorities did not happen by accident.

It didn’t even happen through only the collusions of a few low-grade spivs.

It was planned – it was calculated.

You paid for it.

Cathy Keir.

Cathy Keir is the very expensive spin-doctor employed by the Jersey Chief Minister’s department.

She worked for Frank Walker. She works for Terry Le Sueur.

A former BBC Jersey – and BBC South-West hack.

Some readers may remember the news footage from when Walker decided - at the height of the Jersey child abuse controversy – to call a press-conference – for the sole purpose of lying about me, in an attempt to disguise his inadequacy and the utter failure of his leadership in respect of something so rudimentary as opposing child abuse.

I was asked to attend by the international media, and attempts were made to remove me by one of the Jersey oligarchy's thugs, including the snatching of chairs from my hands, before I was able to sit down. Walker predictably lacked the courage to have a head-on debate with me, and ran away after a couple of perfunctory questions from the journalists.

The event was a shaming disaster for Jersey’s public authorities. No respectable government on the face of the planet would have acted in such a way, at such a time.

This disastrous and ill-judged PR stunt was the idea of Cathy Keir.

Although the full, bleak horror of it doesn’t come across on the film – an abiding memory of the occasion was the spectacle of Keir shouting at – and interrupting – internationally respected journalists – and trying to tell them what they could – or could not – ask her beloved leader, Frank Walker.

The journalists, behind the cameras, just kept turning their heads, to look at each other, with expressions of wide-eyed disbelief at the amateurish and tasteless conduct of Keir.

Jersey tax-payers fund her – and the entire spin-doctoring operation that has so “very skilfully and very successfully deflected the agenda.”

A good use of your hard-earned taxes?

But the spin-doctoring and manipulation didn’t stop back then.

Let me invite readers to cast their minds back to the despicable episode when Graham Power was subjected to what has since been confirmed as an unlawful suspension.

November 2008 – a matter of a few days – terribly conveniently – before the election of 29 members of the Jersey parliament. What better timing – to help persuade confused voters that all of this “fuss” about child abuse was just some “nonsense” dreamt-up by an “out-of-control” police force?

What better way to convince Jersey voters – just at this crucial moment that – actually – the traditional oligarchy politicians were reliable after all – and weren’t responsible for the corrupt and wicked concealment of decades of child abuse?

So Graham Power was subjected to an immediate suspension – with the absolute abandonment of due-process – and with no opportunity to defend himself.

But – according to the Jersey oligarchy – and in particular, people like Frank Walker and Andrew Lewis – the suspension simply had to be conducted immediately.

I’m sure anyone who has followed the matter will remember - vividly – just how it was repeated – again – and again – that the suspension enacted against the Chief Officer of the States of Jersey Police Force was an “emergency” decision – taken in only the preceding 24 hours or so, because of the sudden receipt of some supposedly critical report.

Of course – other revelations and published evidence have since shown that “official” version of events to be false; Frank walker and Andrew Lewis have been proven to be liars; Bill Ogley and David Warcup proven to be crooks.

But – here is another dimension to the whole – disgusting and reprehensible - saga.

I publish below an e-mail from the Jersey Chief Minister’s spin-doctor – Cathy Keir.

The e-mail was written to convey the States of Jersey policy on “precautionary suspensions”.

The “precautionary suspension” under consideration was that to be conducted against Graham Power.

This on the 24th September – nearly two months before the illegal suspension was carried out.

Nearly two months - before the supposed “sudden” and “emergency” suspension was enacted.

Setting aside the obvious questions – of just how it was your government - your politicians – were able to lie to you – to your parliament, by falsely stating the unlawful action against Graham Power had not been long-planned, and was instead an “emergency” action – ask another question:

Just what the hell is a spin-doctor doing – being involved – at least two months earlier – in plotting and conspiring to unlawfully remove from authority your Chief of Police?

Ponder that question – and you might begin to understand a little more clearly – just why the Jersey government Ministers “have very skilfully and very successfully deflected the agenda”.

Stuart, do you think a majority of Jersey people understand that what was done by those Jersey oligarchs to obstruct the police was criminal?

What chance of prosecutions in Jersey?

None.

Let's face it - if prosecutions for those offences were to happen, amongst those charged would have to be the then Attorney General William Bailhache - a key figure in the cover-up.

So no chance of the necessary prosecutions occurring. At least, none, until we have a lawful, effective prosecution system in place.

There are a number of sentences, in the interview with Graham Power QPM, that any "independent" media would run as a headline. But as usual the "discredited" media run with none of it.

These three words from Mr. Power just about sums up what has gone on.

Apparently there are relatives of former well-respected States Members sitting in the house today whose relatives were alleged to have had improper relations with minors from HDLG.

I find all this rather fishy and wonder why it is all covered up in batter.

According to Graham Power, the Wiltshire report would not be released under a 'Freedom of Informmation' request.

ILM released a large portion of it.

Is ILM allowed to override the block on this report.


If not,has he therefore broken Data Protection rules.

If so,is he above the law.

If not,what is the process to get him prosecuted

I remembered that CTV footage but its better to see it again and put in into perspective.

I wonder if that was the last bit of reporting CTV did on the subject of child abuse in Jersey wherby they were impartial. Its certainly the last bit I know of. Then again, I suspect they were under pressure when the real media was is their presence!

Let's stop being diverted by the spin-doctors.

David Warcup - and Mick Gradwell - did not originate a single successful child abuse prosecution.

On the contrary - they did their best to sabotage the historic child abuse investigations.

The actions of Warcup and Gradwell - in seeking to smear and trash the preceding two years of dedicated professional police work, remain without precedent - in all of modern British policing.

Indeed - so grave were their actions, they still might yet end up in prison for them.

Not even the Jersey oligarchy are above the law.

To gain an understanding of just how defective the positions of Warcup and Gradwell were, read the blog posting I wrote on Thursday 27th November, 2008, titled "37 Questions for Officers Warcup & Gradwell".

And as has already been documented - there was no "scandal" - in any way critical of the historic child abuse investigation, as led by Mr. Power and Mr. Harper - in the ACPO reports.

On the contrary - the ACPO reports endorse the investigation - and, conversely, are profoundly disturbing in respect of the possible fates of unknown children.

You needn't take my word for that.

All of the ACPO reports were published in full - on this blog.

They would never otherwise have seen the light of day, if left to the Jersey oligarchy and its mainstream media.

Just read all of the ACPO reports in full. In them you will find such observations as this:

Senator ILM likes trashing reputations, not least his own. Here he rips ACPO'S leading man. Whenasked by Deputy Hill in the states if he had made a complaint NO was the answer. Strange how they trash anything that could be positive. Look how the word 'potential' is used and 'might have' it's all in the wording.

Abuse report policeman wanted a job in Jersey


Home Affairs Minister Ian Le Marquand.

A SENIOR UK policeman whose report praised Lenny Harper’s running of the historical child abuse inquiry was about to apply for a job in Jersey, it was revealed yesterday.

Home Affairs Minister Ian Le Marquand told the States yesterday that there was a ‘potential conflict of interest’ on the part of the author of the ACPO – Association of Chief Police Officers – report.

In response to a question from Deputy Bob Hill, which was held over from the previous States sitting, Senator Le Marquand said that the officer involved might have tailored the report to please his prospective employers.

Deputy Hill asked what the ‘scandal’ was that the Senator had referred to on a radio programme. Senator Le Marquand said: ‘The issue to which I alluded was an issue of whether there was a conflict of interest on the part of the senior officer. ‘That officer was about to apply in Jersey for a senior post in the States of Jersey Police.’

ILM so concerned about a possible conflict of interest, but could not see an absolute 'in your face' direct conflict of interest when reviewing Graham Power's suspension, whilst there was a complaint by Graham Power pending against ILM.

Strange how a direct conflict is of less importance compared to a possible!!!

According to ILM, one of the ACPO team had a POSSIBLE conflict of interest. However, even if that was ever provable, there is no way that would have altered the following facts.

What was it that Warcup said about no Gold Group?


ACPO 1

7.5 There are presently thirteen staff on the inquiry team but arrangements are in hand for an additional twelve detectives to be attached from the UK. The investigation was declared a critical incident and a Cat A+ by the SIO - decision number 8. He also decided not to hold a Gold Strategy group or complete a Community Impact Assessment (CIA). The reasons for the lack of a CIA are shown with regard to his concerns of possible suspects in public offices. A CIA can be wholly internal to the police and one should be considered. To assist such an Independent Advisory Group could be convened for this specific investigation / enquiry. This team are more than content to assist with this proposal.


Recommendation 17: That the Chief Officer and SIO consider a Community Impact Assessment and convene an Independent Advisory Group. The IAG should not include former residents at this home, could include advisors from the NSPCC or community groups. The IAG could advise on the CIA.

8.2 In viewing the media cuttings, there is clear evidence of witnesses providing accounts of what occurred in the home and there exists wide media speculation (even some of the graphics of the cellar area are incorrect). The SIO has, wherever possible, refuted wide suggestions and, at appropriate times, refused to confirm sensitive information to minimise sensationalism.


ACPO 2

Recommendation 17: That the Chief Officer and SIO consider a Community Impact Assessment and convene an Independent Advisory Group. The IAG should not include former residents at this home, could include advisors from NSPCC or Community groups. The IAG could advise on the CIA.

On 19th March, a Community Impact Assessment was completed. The first meeting of the Independent Advisory Group was held on the 13th March 2008.

Recommendation 17: That the Chief Officer and SIO consider a Community Impact Assessment and convene an Independent Advisory Group. The IAG should not include former residents of this home, could include advisors from the NSPCC or community groups. The IAG could advise on the CIA.

On 19th March, a Community Impact Assessment was completed. The first meeting of the Independent Advisory Group was held on 13th March 2008. (26.3.08) Completed.

The use of an independent advisory group was not effectively managed. It is a matter of record that the Attorney General viewed the involvement of an independent advisory group as dialogue with potential jurors and that he wanted the group disbanded on the basis that it was a U.K. structure with no proper place in a small jurisdiction and that its activities could be seen as prejudicial to a fair trial. I in no way invite a critique of the Attorney General's decision, but I do ask you to observe that it can hardly be levelled as a reason for suspending or investigating Graham.

Isn't that ideal for "them"? When you consider that interviews undertaken by local TV "reporters" consist of pre-prepared questions. Do they often question the answers they receive?

All part of the plan. Well, you can't have the general populous actually finding out about "stuff" can you?

I recall reading about the fall of Germany after WWII. The people thought that they have a free radio service not knowing that the CIA had already taken over and were 'directing'.

Paedophile images charges
A FORMER States police officer is facing a possible jail sentence after pleading guilty to making indecent images of children.
During a hearing in thc Royal Court yesterday Roy Charles Gallichan admitted making indecent pictures and indecent videos of children between December 2009
and May last year.
The 52 year-old, who was in the force for six years, also pleaded guilty to two charges of pursuing a course of conduct amounting to harassment. A further two
charges of posting indecent material were dropped.
Gallichan, who is also a former Royal Navy chief petty officer, was remanded in custody and will be sentenced by the Inferior Number of the Royal Court on 27
April. The court ordered psychological reports to be prepared ahead of the sentencing.

On an earlier posting I asked the question,'Is there anything else left for the Council of Ministers to be embarrassed about?'.

The quality of our roads and the protection of their users is on a par with the approaches to Benghazi (without the aerial protection of course!.)

As a true Jerseyman with over fifty years of memories of good times and hard times, I am now seriously considering 'repositioning' away from here now children have moved away as well.
What many won't currently appreciate is how the 'tightening of purse strings' has effected how 'non-finance industry' businesses. Not by reducing grants that are equivalent to those given in other jurisdictions to develop business, as those available are derisory , see Jersey Enterprise Innovation for a laugh or Rural Initiative Scheme where £200K is available for the WHOLE of the rural industries and can't be given out because the Auditor General has insisted on ALL accounts being audited before the grants could be considered.Guess what! no rural enterprises whatsoever have audited accounts and to do so would cost the industry area far more than the £200K available !!

Then there is the way that the States of Jersey Civil Service have taken on board that well known rural past time 'hurdle building'. In an effort to justify their jobs they are running around like the proverbial chickens ,trying to find 'difficulties' to present to their political masters. 'Look how good I am master I've found a new difficulty to stop business 'x' in its tracks'.You think I exaggerate ! I can give six current specific ones that are affecting me and I know many others in a similar position , often with a completely different set.

Marvellous, as long as this money is normally handed out then the States have just saved themselves (aka 'us') £200K in one stroke. Bring on more savings and bring on the reduction in GST at the same time.

But the Rural Enterprise Scheme is not a waste. And still wouldn't be a waste - even if it was meaningful sum.

£200,000?

That's what only just two bent, unemployable, corrupt, unsackable senior civil servants cost us per year.

Meanwhile - Jersey's economy is in utter peril - because our "Glorious Leaders" have made us dependent on a mono-economy.

We have all our eggs in the one basket of off-shore finance; an activity that more of the governments of the rest of the world want to now shut down.

Jersey - for the good of the community - desperately needs investment in economic diversification.

Frankly - the fact that a sum of such microscopic insignificance as £200,000 is all that's available - just proves further how stupid and inadequate your political leaders are.

Well, well, well. What a surprise, I don't think. One of the bent, corrupt police officers who was so vocal in criticising Lenny Harper's treatment of him when he had "done nothing wrong", and who was so close to Colin Egre and Sarah Ferguson in trying to get rid of Lenny, is now convicted of crimes involving indecent images of children. Isn't that such a coincidence. Yes, and the tooth fairy is alive and well.

Apols for thinking "small town" here.

It is thus becoming obvious that the (our) monies at stake here are starting to become obscene.

I am sure that I once heard Ozouf say Jersey was in a better financial position than Guernsey, but I must have misheard, because.

Guernsey unemployment 400 no GST, compared to 1,400 for Jersey plus GST.

Funny someone should mention Guy de Faye. I hear from someone at TTS that the new incinerator is not functioning properly. Judging by the increasing stockpiles of "waste" at the Bellozanne waste site I would say that there must be some truth in this.

Teething troubles, no doubt.
