A Liar and a Crook
There was no "damning Interim Met Report".
The "document", as described - peddled - and used - by Jersey's public authorities to undermine the child abuse investigations - and suspend the Police Chief - did not exist.
The supposed "damning criticisms" - did not exist.
Chief Executive Bill Ogley, Attorney General William Bailhache, Chief Minster Frank Walker, Home Affairs Minister Andrew Lewis - and Deputy Police Chief David Warcup - all lied.

That all of Jersey's relevant public authorities should have engaged in such a criminal conspiracy to pervert justice - and deprive the vulnerable, weak and abused of proper and fearless protection, is such a startling collapse in the very rule of law, as to be without precedent in the modern, peacetime democratic world.
Another remarkable fact - and it is a tragic fact in so many ways - is that the necessary work to expose the rampant corruption of all aspects of public authority in Jersey, has had to be done by amateurs, by concerned good citizens.
Not one mainstream media in Jersey, not one traditional journalist - I repeat, not one single traditional journalist in Jersey - has even touched the task of examining the evidenced corruption of the very rule of law in the island.
Even though many of them have been - at various times during the last four years - handed evidence on a platter by me and other whistle-blowers.
There is no excuse - there is no hiding place.
And it is even worse than that.
The press-conference given by Warcup and Gradwell - and all of the attendant spin - that corrupt exercise, now exposed to have nothing but a pack of lies at its centre - was not merely passively reported by Jersey's failed mainstream media. The island's media were active participants - along with the Chief Minister's "Communications Unit" - in the development and build-up to those events.
Although most residents of this island will not know, or understand this fact yet - the community of Jersey has been fortunate, in that there were "a few good men" - who have stood firm, done the right thing, and have striven to defend justice and the rule of law. Men like Graham Power, Lenny Harper and Rico Sorda. I'm very proud to stand amongst such company.
Let the truth prevail.

Subject: The Corrupt Conduct of David Warcup
Mr. Warcup.
I listened to the BBC Jersey radio news this morning, which - belatedly - was reporting the guest posting written by Mr. Lenny Harper, and published on my blog.
Mr. Harper, being the recently retired former Deputy Chief Officer of the States of Jersey Police Force, and the man who led the historic child abuse investigation.
Mr. Harper wrote the blog posting in response to the concerted and co-ordinated attempts by Mick Gradwell, who has just retired from the SOJP, to rubbish the historic abuse investigation, undermine its credibility, attack the credibility and integrity of abuse survivors, and in doing so, assist the Jersey oligarchy in concealing the true and full extent of child abuse in Jersey.
Mr. Gradwell's comments were riddled with lies, distortions and misleading omissions. It was that catalogue of falsehoods to which Mr. Harper was responding.
What has prompted me to write to you was the astonishing comment attributed to you by BBC Jersey, which consisted of words to the effect that, "The arguments and personal disagreement between the two former officers of the SOJP – Mr. Harper and Mr. Gradwell - was nothing to do with you."
This was plainly a desperate attempt on your part to distance yourself from the controversy - as though it were, in fact, nothing to do with you.
Mr. Warcup - it is everything to do with you.
You and Mr. Gradwell have failed to secure prosecutions of a significant number of very well-evidenced child abusers.
In fact - it is worse than this; you and Mr. Gradwell pro-actively supported and worked with Attorney General William Bailhache in minimising the cases that came to court.
You - Mr. Warcup - are a pro-active member of the Jersey establishment's cover-up.
You have, for example, pro-actively supported and assisted in the concealing of the conspiracy to pervert the course of justice which was committed by senior civil servants and the then Council of Ministers, in engineering my dismissal as Health & Social Services Minister in 2007. That conspiracy was made a formal criminal complaint by me - against these demonstrable conspirators, who were striving to conceal the criminal conduct of the States of Jersey in respect of institutional child abuse.
You have failed to investigate the matter fully, no charges have been brought, you have refused to give me copies of my many formal statements given to the police - and you have failed to keep me - the complainant - informed of "progress".
You have also - in a further example - shown yourself to be content to carry on being employed by the SOJP - notwithstanding the evidenced, provable fact that the Chief Officer of the Education Department - Mario Lundy - is a very serious child abuser - having spent much of the 1980's - along with his predecessor, Tom McKeon - savagely battering and torturing vulnerable children in Jersey's child secure unit, which they used to run.
Are you proud of your "achievements" Mr. Warcup?
Are you content that Jersey's Education Department is led by a man who is a child-torturer?
That example - as you well-know - is but one of dozens of abusers who should have been brought to justice.
You and Mr. Gradwell have been content to assist the Jersey oligarchy in minimising the scope and scale of charges that should have been brought.
I think you need reminding of the infamous and notorious press-conference you gave - along with Mick Gradwell - in November 2008 - in which you issued a five-page press-release, which contained several demonstrable lies - and during which you both - both - set about doing all you could to rubbish the integrity and credibility of the prior two years of police work in conducting the investigation.
I repeat - you were then - and have been since - a pro-active participant in the Jersey oligarchy's cover-up.
It is - therefore - totally dishonest - and simply literally incredible - for you to attempt to now distance yourself from Mr. Gradwell's remarks.
Mr. Gradwell, in his extraordinary diatribes of lies and abuse directed at fellow officers, made reference, however inaccurately, to certain things being "unprecedented".
I will tell you what is unprecedented, Mr. Warcup, because I took the trouble to research the matter following your infamous press-conference.
It is unprecedented for two senior police officers, to come into a major police investigation, which had been on-going for two years - and then to call a press-conference for the express purpose of undermining, attacking, destroying the credibility of, and ruining the effectiveness of the previous two-years hard work.
The actions of you and Mick Gradwell were "without precedent" in British policing.
And let us recall another extraordinary feature of your actions. At that press-conference you publicly stated - to a national press presence - that you had destroyed certain evidence - because 'you' didn't consider it 'credible'.
Are you not aware - Mr. Warcup - that destroying evidence is a very serious criminal offence?
It is a criminal offence that you have committed.
Mr. Warcup - let me spell it out to you - as it apparently eludes you - you are in a situation in which you are leagues out of your depth.
You find yourself as a pro-active member of a criminal conspiracy to conceal child abuse and other crimes.
You may have imagined that selling your "integrity" to the Jersey establishment would be a safe option - given they control all power in Jersey.
You failed to take into account the gravity and magnitude of the situation - all of which will now be exposed fully - in microscopic detail - before the Commons Justice Committee - and in court in London during the civil action against the Justice Secretary, Jack Straw.
If there is any justice and decency in this world - you will - in the coming months - find yourself without the protections of the Jersey authorities - as they too will be held to account.
At the end of your career, Mr. Warcup - you are a criminal.
You have engaged in numerous conspiracies - with the Jersey authorities - to pervert the course of justice. You have also committed misconduct in a public office.
At least two-thirds of your officers despise you, and regard you as a component in the establishment's cover-up.
You have twisted and perverted your job as a senior police officer from what it should involve - enforcing the law, and protecting the weak and vulnerable - and turned it into a role in which you abuse your powers to protect powerful and influential criminals.
You - Mr. Warcup - are a bent cop.
You were a pro-active participant in the plainly unlawful, improper and Political suspension of the Chief Officer of the States of Jersey Police Force, Graham Power. An exercise which is another example of a conspiracy to pervert the course of justice.
You have betrayed my vulnerable constituents.
You have betrayed many, many victims of child abuse.
You have shamed the office you hold and the good name of the police.
Mr. Warcup - you are a liar and a crook.
My constituents and I require your immediate resignation.
You are disgusting - and an utter disgrace to the uniform you wear.
Yours sincerely,
Senator Stuart Syvret.
States of Jersey.

So, finally. The Truth comes out. Mr Power, your time is now.
Rico, my hat gets put on so I can take it off to you.
oh, and posted this on the rag, tonight.... same old same old...
Oh David, David, David.... You really do need to read up properly on this... it WASN'T coconut. The original evidence had collogen in it. Something not found in coconut, I believe. But only in bones... Then, strangly, the evidence changed size, shape and consitency.... Oh, and the coconut comment came from an unqualified technician passing an off the cuff remark. Exactly what the press over here needed to jump on.
Have a read of ILM's recent statement about the investigation... it actually seems to suggest that the Harper/Power time was fine, it was only after when they got in the cover up merchants that it went off the rails.....
Oh, and just briefly, as comments aren't allowed on the story itself, I note that childs' services are under attack again. Will this now mean the enforced sacking of the Scottish Care Inspectorate? It will probably need a cabal of senior civil servants trying to please certain politicians to achieve this.
Still.... they have the practice....
Speechless - and that takes a lot!
This is damning stuff from both yourself and Rico - heads must surely roll sooner rather than later especially in light of todays released report into the failings (still) of vulnerable children in this God-forsaken Island.
Bent police, corrupt politicians, abused children. I am so pleased that all who have had faith in, and believed in you all along were right.
You, Simon Bellwood, Graham Power, Lenny Harper have all had their lives affected dramatically by our Establishment and its sycophant followers, not to mention the damage done to those who survived abuse at its hands also.
Rico, VFC and other good politicians and ex-politicians, thanks for sticking with this also.
At last - the walls ARE tumbling down!
Stuart .The comment section on the ctv report of children in care homes prints a comment at 5,about haute de la garenne and bringing back the Grand prix system, is it possible to transfer these comments to the people who carried out the review so they can see just how biased ctv are and how the whole affair has been downgraded by our so called" ACCREDITED MEDIA"and that by printing comments that so obviously do not come from the named commentor show them for what they are? Chid abuse protectors.
Stuart.
One presumes you never received a reply from Mr. Warcup?
Things are looking very shaky as far as the official version of events are CONCERNED
VFC
Things aren't "looking shaky".
They've collapsed.
What we are "looking at" is a smoking crater of wreckage.
There is only one thing - really - let to be determined, which is does London chose to intervene now, of its own volition - or does London have to get forced to intervene?
I wasn't jesting when I said that Andrew Lewis needed a good team of lawyers now.
Stuart

An extra link for help.
Thanks for linking my blog Stuart. The hard work is paying off but their is still along road left to travel.
The enormity of what we are exposing should now start sinking in.
More people need to take up the fight.
rs
That's a fantastic letter to Warcup. Had never seen it before. It did make me laugh but when one considers the circumstances under which it was written that laugh quickly dissapeared.
Thank you for all the effort you have put in.
We still dont know, can only guess, what the final outcome will be, but you, VFC and rico have taken a big step forward today.
GP & LH. Well what can you say? Thanks, and as a Jerseyman I feel deeply embarassed that you had to go through all that.
The victims of abuse are never forgotten.
I hope all those that seek justice get their day.
Its getting much closer.
"Another remarkable fact - and it is a tragic fact in so many ways - is that the necessary work to expose the rampant corruption of all aspects of public authority in Jersey, has had to be done by amateurs, by concerned good citizens."
And, even more disgracefully, survivors of institutional child abuse. Some didn't survive though, did they?
David Warcup, you are a disgrace to that uniform you wear. That uniform is supposed to merit respect. You should hang your head in shame for what you have done.
Should the Honours Forfiture Commitee be informed of Frank Walkers involvement in this so they can strip him of his OBE.Surely they wouldn't want to be involved in bestowing honours on someone covering up child abuse.
Stuart, you rightly mention the then Home Affairs Minister Andrew Lewis as one of the corrupt liars. But what about the current Home Affairs Minister, Ian Le Marquand? Looking at the blogs, there's a huge amount of mentions of him making all kinds of claims and answering parliamentary questions again and again, in which he carries on saying that he has seen the "Met Report" and that its damning of Mr. Power and Mr. Harper, and he was therefore right to carry on the suspension.
I mean again and again, he is on the record making all of those claims. Giving really serious attacks on Mr. Power and Mr. Harper.
Re-reading all of the postings in light of the latest shocking evidence, am I the only one who's thinking Le Marquand is announcing his resignation tomorrow? He can't seriously think he can stay as Home Affairs Minister? Surely?
That job is the most senior job in politics that's responsible for the overall rule of law, but there he is, a man who is now proven to have been a sustained liar, and a liar in support of all things, a criminal conspiracy to remove a good, honest police chief.
Mr. Le Marquand must be lucky if he does not go to jail for years when the rule of law is restored, let alone thinking he can now stay as Home Affairs Minister?
Stuart,
I do find it quite incomprehensible that the recent tragic death of a young motorcyclist can be, within a few days conclude an inquest into his death and yet now approaching one year the same cannot be said for the 'Green Island Incident' Why is this so? No inquest (I believe) yet into the tragic death of a young woman and worse still NO charges, at least none that have been tested in court. The crown has asked for 'more police reports' what the hell does that mean? This driver was well over the speed limit, that is quite plain by the state of his vehicle after the crash, but what one has to ask is causing "the problem" with bringing this matter to a conclusion? This whole scenario reminds me of The Merchant of Venice....[Portia:
The quality of mercy is not strain'd,
It droppeth as the gentle rain from heaven
Upon the place beneath. It is twice blest:
It blesseth him that gives and him that takes.] But then you perhaps more than most would know about 'justice being strained' rather than falling freely.
A reader says:
"Should the Honours Forfeiture Committee be informed of Frank Walkers involvement in this so they can strip him of his OBE.Surely they wouldn't want to be involved in bestowing honours on someone covering up child abuse."
Yep.
Don't worry - the necessary procedures are already being inquired into.
And not just in respect of Walker.
The Honours Forfeiture Committee is going to have to establish a regular agenda item to deal with is Jersey cases.
For example - one of the most stark cases being Andrew Ridgway, the former Lieutenant Governor - who - in the name of the Crown - was an enthusiastic participant in the high-level cover-up - knew exactly what Warcup and co were doing - and he was the protector and lobbyist in London on behalf of the Jersey oligarchy.
It always was quite striking, actually - just how thick he was.
Really - a man with so little grasp of such concepts as the objective fulfilment of public Office, the impartial rule of law, and of democracy, he could have been a South American mafioso "government" official.
Oh well - maybe he just really had his eye on a lucrative future - of the kind carved-out by one of his predecessors General Sir Michael Wilkes - now Non-Executive Director and Senior Independent Director of Heritage Oil - the immensely lucrative outfit of Tony Buckingham - Jersey resident tax-exile, donor to the Conservative Party - and international "operator" in some of those regions of the world were such concepts as "good governance", "democracy" and the "proper rule of law" are not notable for their presence.
Obviously Michael Wilkes - given his experiences in Jersey - including notoriously boasting of the Jersey oligarchy's "Friends At Court At Whitehall" whilst securing the London protection of Reg Jeune and Phil Bailhache over the LLP scandal - will have been a natural for Buckingham and Heritage Oil.
And the powers-that-be in London, expect Britain to carry on having credibility as a 'world policeman' and example of the rule of law and democracy - where corruption is not tolerated.
Good luck with that.
In case it isn't very starkly clear already - the Office of Lieutenant Governor in Jersey has been an absolutely central component in the corrupt repression of Graham Power, and the associated denials of the protection of the rule of law to many powerless individuals in Jersey.
The machinations of that captured Office must be one of the key targets of inquiry.
Stuart.
You really are quite blithe about your life, Stuart, aren't you?
I guess you have to be , in Jersey, if you're determined to fight for the proper rule of law, democracy and good governance.
Stuart
What happens now?
Who is responsible? This was not down to one rouge policeman or one bumbling minister.
Planning, PR and strategies would of had to be adapted continually.
Once they realised certain people were not giving up and accepting what they were told at face value and were confronting them with evidence, then, would certain individuals be responsible for their own replies, given to explain the inconsistencies they were confronted with?
I would think everyone is responsible for their own actions yet could they be covered by States Protection. Where will it end?
Will one person take the flack?
What a bitter man you are. You should seek help, your evil hatred of everybody on this blog should be address by a shrink.
"You really are quite blithe about your life, Stuart, aren't you?"
Can this comment about Stuart's blithe (Definition of blith - Lacking or showing a lack of due concern) attitude be a veiled threat or warning.
The last few days have pushed the boundaries of investigative journalism, in search of truth in Jersey, to new highs.
The men they have unmasked as liars are powerful and vindictive and if London don't intervene will have the capacity to harm Stuart, Rico and others who have so valiantly assisted them.
Make sure as many people as possible know what is going on and pass this website to friends across the world for support.

A reader say:
"I would think everyone is responsible for their own actions yet could they be covered by States Protection. Where will it end?
Will one person take the flack?"
let us be clear about the situation that now prevails.
There are many culpable individuals across Jersey's public administration. A very substantial number of individuals who have behaved with gross professional irresponsibility and immortality. But not all of those will have acted criminally.
On the other hand, it is clear that there is a core group who have committed crimes in the way they have behaved - those crimes being conspiracy to pervert the course of justice, and of misconduct in a public office.
In respect of our society and its capacity to address either group - well, it cannot, at the moment - because the very systems of public administration whose task it is to protect the public good by addressing such failures, are themselves captured by those individuals.
So be we talking of mere disciplinary action - or criminal charges and prosecutions - either way, the general public interest can only be served by London.
But in to answer the question, "are the individuals in question responsible for their own actions" - the answer is - most definitely - "yes".
When it comes to immoral and illegal actions engaged in by an organisation, the legal principle was established at Nuremberg that it was no defence for a person to claim they "were only obeying orders".
And in respect of the various statutory defences that exist in certain laws - the protections from legal action that seems to exists to protect certain public Office holders - such as Attorney General and Data Protection Commissioner - only applies if the individuals in question have not acted corruptly, criminally and with personal interest.
If they have, then the statutory protection from legal action against them personally is vitiated.
But when all is said and done, there is - plainly - only one piece of good advice that can be given to those involved at a lower level in carrying out and furthering the malfeasant and corrupt actions of the Jersey oligarchy these last four years - and that is to bail-out - now.
That plane is going down.
Stuart
A reader says:
"What a bitter man you are. You should seek help, your evil hatred of everybody on this blog should be address by a shrink."
In that comment we see the toxic decadence - the utter stagnation - of Jersey establishment "thinking".
Many of these people do, actually, believe that a person who opposes the corrupt concealment of child abuse - a person who seeks to fix that failed system - a person who persists, and will not just give up and let the criminals get away with it - can only be a "bitter" person.
No - I'm not motivated by "hatred" - I am motivated by the suffering of many people who came to me as constituents, and told me of the crimes committed against them - and how Jersey's rotten and utterly festering system of public administration had closed-ranks - to protect itself from the consequences of failure and of criminality.
But, sadly, in many ways it is no surprise that the "values" of the Jersey establishment should regard the corrupt concealment of serious crimes as "normality" - and any one who adopts the rare stance of opposing such failure to be "evil".
It speaks volumes.
Stuart
Some idiot on the radio this morning tried to defend the catalogue of numerous failings in childcare in Jersey - he said there were too many recommendations, made by many reports in the last few years, to keep up with them all.
Bara, as usual let it go without question, keeping the spin positive.
For a brief moment I fell for that kind of 'excuses excuses' thinking, then I woke up fully and realised that if there were THAT many recommendations being made, the whole thing must be a complete and utter shambles!
By the time you make excuses about having too much to do, you must be pathetically far behind in the first place!!
"You really are quite blithe about your life, Stuart, aren't you?"
Thinly disguised death theat, or what?! Just about says it all. What a cesspit of filth this island is!
A lousy Police Chief. Now, the question is - what's the current one doing about the very obvious corruption over here?
Stuart, the postman has just delivered my copy of The Pindown Experience and the Protection of Children by Allan Levy QC and Barbara Kahan. Thank you for your very kind offer to supply me with this report, I didn't realise you had a copy and neither did I realise that there was a second hand copy available from Amazon.
I have absolutly no idea why this document is not readily available for affected people like me to read, but I am going to find out, and the first port of call is my own MP Bill Cash, as I am sick of being messed around now. I am going to write to him and ask him why I have had to scratch around for a copy of this document.
"Some idiot on the radio this morning tried to defend the catalogue of numerous failings in childcare in Jersey - he said there were too many recommendations, made by many reports in the last few years, to keep up with them all."
Yes, well, perhaps if those in charge would stop covering things up all the time and kicking the victims of child abuse into the long grass maybe instead of these investigations turning into a massive fight and a cover up something positive might be able to be done, and the people who rape and hurt children put behind bars so that they cant be a danger to any more children ever again. Putting whistleblowers like Stuart in prison to cover it all up is just plain crazy!
And whilst Warcup, Walker, Ogley et al were stitching up Graham Power and Lenny Harper, Gradwell was stitching up the abuse survivors.
Fact: Gradwell made it clear to victim survivors at a meeting held 19 March 2009 that he did not ask to come to Jersey, that he did not want to be in Jersey and that he just wanted to get off the island as quickly as possible and that meant closing the abuse investigation down pronto.
Fact: Gradwell informed victim survivors that they might as well drop their cases because they were never going to get to court.
Fact: Gradwell invited selected victim survivors, (some of whom had never stayed at HDLG) to the police station where he showed them items of evidence found at HDLG. It would appear that he was trying to intimidate the victim survivors and at least one of them walked out telling him that “this was a stitch up”. This was done during a live investigation and this action could have rendered those items of evidence as inadmissible in a court of law.
Fact: Gradwell exhibited those same items of evidence found at HDLG in a television interview, although, it is now questionable that those items were the very same that were found at HDLG initially. The same can also be said for Jar6! Again, this was done during a live investigation.
Fact: Gradwell along with Warcup destroyed evidence found during the dig at HDLG.
Fact: Gradwell leaked highly confidential information to David Rose, a well-known journalist who appears to openly support child abusers.
Fact: Gradwell and his team went to great lengths to contact as many people as possible who went through the Jersey care system right up to date and who had not previously come forward with complaints. Of those that did make complaints and gave statements, none to my knowledge were ever fully investigated and their cases were closed.
Just a few of many more FACTS:
Attorney General William Bailhache tried to Stop Wateridge Being Charged.
Documentary Evidence Proves Dig at HDLG was Justified.
Police Had Intelligence of Forced, Illegal Abortions and a Still-born Baby at HDLG.
Anthropologist’s Records Showed Many suspected Human Bone Fragments.
Police Had Intelligence of Children ‘Not Being Seen Again’.
Expert’s Theory That Solid Fuel Furnace in the West Wing was used to dispose of human remains.
Possibility of Unexplained Child Deaths still unresolved.
ACPO Reports Endorsed Investigation.
The Successful Prosecutions were all the work of Lenny Harper and his Team.
There are many serious suspects still at large. Gradwell and Warcup failed to bring them to Justice.
This is all daming stuff, but what happens next.
If the controlling bodies all choose to do nothing wich a nothing to see here attitude.
What next???
Is it possible for Bowron, given this new evidence, to launch an investigation into the circumstances surrounding his political office of Home Affairs Minister's handling of this situation?
Does LH need to pass Bowron the Operation Tuma report and make a formal allegation against his previous employers?
What is the likelyhood of Bowron actually doing anything about this. Legally it is possible but in reality will that happen? And what role would the AG play in that?
I cant see any movement on this - its got to go through London.
Stuart.
Open letter from Former DCO Lenny Harper to Home Affairs Minister Senator Le Marquand.
Bowron was brought in to make everything look rosy - more officers on the beat, bring back the motorbikes, everything to pander to the usual moaners.
He's a PR man. He won't do anything that would make the local mafia look bad.
A reader says:
"Bowron was brought in to make everything look rosy - more officers on the beat, bring back the motorbikes, everything to pander to the usual moaners.

Yes - that was certainly 'Plan A' - when the oligarchy recruited him.
But as a number of officers have been saying recently - and its a view I share - things are different now.
Plan A - to work out - depended upon the cover-ups of the local mafia working. They had to keep a lid on things - keep it all buried.
The universal view is that now Bowron has three possible paths open to him - and only three. An option simply not on the table - at all - is to keep his head down - in the hope it all blows over. Because acting in that way - would be to take path 1.
The three paths of Bowron are:
Path 1: Proactively join in with the Jersey mafia. Become a criminal - become a proactive components in the various conspiracies to pervert the course of justice - by seeing that the now exposed and evidenced crimes are not investigated. That is why 'doing nothing' is in reality, to become an out-and-out criminal. To do nothing - is to proactively help corruptly conceal a range of very serious crimes.
Path 2:Be a good professional police chief, and go to London - tell them the very rule of law has broken down in Jersey - and only London intervention can see good, straight policing protected - and the highly placed villains who run Jersey prosecuted. Tell them the system is broken here - and they must take direct oversight of the law enforcement and justice apparatus for three or four years, whilst the system is cleaned-up and fixed.
Path 3: Resign. Leave the post for "family reasons" - or whatever - new "career opportunities" - "exciting challenges" elsewhere, etc. Basically - get out of this toxic mess right now - whilst the getting is good.
Those are the three available paths in front of Mike Bowron.
Just those three - and no other.
And of those - in addition to being plainly criminal - taking path 1 would also be immensely stupid - as the game-is-up - and the naked criminality and corruption of the Jersey oligarchy, and its key institutions such as Attorney General, Law Officers department, States and judiciary - is all now exposed.
That's the assessment amongst the majority of straight cops.
They're waiting to see what he will do.
And he doesn't have long.
Because no self-respecting Chief of Police and no credible police force, could tolerate continuing to be under the leadership of a Home Affairs Minister who is now exposed as a repeated, sustained liar - in respect of the illegal and oppressive suspension of a good honest Police Chief.
Le Marquand is finished.
Either the local oligarchy suddenly discovers some sense of self-preservation - and Le Marquand is made to stand down now.
Or Mr Bowron has to draw to the attention of London the he and his fellow officers are under the leadership of a liar, who oppresses police chiefs.
Stuart
Not a lot one could add to that list Stuart. well done and my family who are jersey through and through applaud you and certain others who have exposed the toxic pit upon which we live, for sticking up for the ordinary man in the street!
Mr le Marquand even your fellow worshipers at St Pauls are talking in the negative about you behind your back you have let them, your voters and others down through your lies and assisting to help cover child abuse ,you are no longer fit for purpose you should ask GOD for forgiveness for what you have done to Mr Power,Mr Harper, and Mr Syvret, and the victims of child abuse, be a man put matters right tell the truth, expose the other lieres and then resign at the next states meeting if you truly want to enter the Kindom of Heaven, and I jest not.
Re: ``Is it possible for Bowron, given this new evidence, to launch an investigation into the circumstances surrounding his political office of Home Affairs Minister's handling of this situation?''
The answer must surely be no! The reason being, is that thanks to ILM we now have have a politisized SOJP, who, can only act upon the orders of thier political master'sa.....the SOJP are no longer thier own master!
A Little FUN
Word V "wiligabl" LOL
If Le Marquand is that dishonest & unreliable, what about the quality of 'justice' he handed down all those years?
Le Marquand is an evidenced criminal and lacks the courage or the heart to do what is right....Watch him try and stutter his way out of this whilst trying to look innocent and surprised!
The Law Officers will have been working overtime to make his excuses for him.
"If Le Marquand is that dishonest & unreliable, what about the quality of 'justice' he handed down all those years?"
Now your getting the picture...
You said.."The answer must surely be no! The reason being, is that thanks to ILM we now have have a politisized SOJP, who, can only act upon the orders of thier political master'sa.....the SOJP are no longer thier own master!"
That is a truly sad state of affairs. That means that if your a decent cop there will always be certain things that are 'off limits'.
I dont want to live in a place like that.
Ian said.
"Watch him try and stutter his way out of this whilst trying to look innocent and surprised!"
Readers of this Blog will be able to listen to Senator Le Marquand's performance on TheJerseyway Blogsite next Tuesday night.
The STATES OF JERSEY POLICE and the STATES OF JERSEY has now lost the respect and trust from all the public i have told what has happened they are truly disgusted.
Peter Harris once told me in court
he was always on his oath,he then refused to confirm his oath of office
what oath, do you think, this member of the law society was talking about

"you should ask GOD for forgiveness for what you have done to Mr Power,Mr Harper, and Mr Syvret, and the victims of child abuse, be a man put matters right tell the truth"
Amen to that.

This is my new blog. I got my copy of The Pindown Experience this morning and am going to use my blog to go through the report, in the hope of connecting with other survivors of the abuse that I know are out there.
is there a super injunction on talking about jersey abuse in the uk?
Stuart or Rico - contact John Pilger.
So now the religious fundamentalists are to be the new owners of the Odeon Cinema. There is a connection with this posting I fear.
'The Freedom Church'. just the name sends shivers down my spine and doublethink or even 'solution' metaphors.

It will be interesting to see if the JEP allow this comment onto their forums - I don't see why not because it's not libellous in any way :
"I trust more facts are welcome here -
The JEP has informed us in the past that all the reasons for suspending former Chief Officer Graham Power were due to some reports from the Met. Police; wholly due to 'damning' criticisms of the way the Abuse Investigation was handled.
It now appears that former CIO Lenny Harper lodged a complaint against the Met Police for that 'damning' report because he hadn't been interviewed at all - and hadn't even seen the final report.
The interesting thing is, it now appears that Mr Harper's complaint was rejected - because - wait for it - there was nothing damning in the report in the first place!
Perhaps the JEP could investigate these allegations to determine the truth of the matter, so we all know where we stand? If the above is correct, it raises some very serious questions!
Have a "listen again" to BBC Radio Jersey this morning - at 7.44 or thereabouts Geoff Cook - mouthpiece of Jersey Finance - had a pop at the local blog scene, accusing them of bias, making things up, not being interested in fairness, etc. Something like that. Fairly ridiculous!
It gave me a heady mix of chuckles and indignation :)
A reader says:
"is there a super injunction on talking about jersey abuse in the UK?"
No, no super injunction exists.
But other methods have been used to have a dramatic impact on UK media coverage of the Jersey corruption.
Go back to the 2008 press-conference given by Warcup and Gradwell - and even the preceding few months, in which the foundations of that act were laid by Jersey spin-doctors and Matt Tapp.
An immense amount of effort was put into briefing against people such as Lenny, Graham, me, the survivors, and anyone prominent on the side of the rule of law. And when such a concerted - and covert - effort has been expended on smearing you to prominent nationally based journalist and their editors, its very difficult to fight against.
And - of course - that smear-campaign will have been dramatically re-enforced by the press-conference and press release - that whole, hi-profile effort at trashing the credibility of the child abuse investigation.
And from those days to this, the Jersey oligarchy will have been expending significant amounts of tax-payers money, and money from the Criminal Offences Confiscation Fund, on paying spin-doctors at a local and national level to maintain a campaign of lobbying, misinformation and outright lies against the Jersey whistle-blowers.
Add to that the fact the Jersey oligarchy has a range of natural allies in the national media - for example, they have highly placed "friends" and people of influence as contacts in the BBC - and it becomes even harder to gain coverage of the Jersey corruption.
For example, I've spoken to several BBC people working at a national level during the last few years, and have furnished them with evidence. For example - about the nurse M case. After a week or so - they began to speak to me as though they were Jersey oligarchy spin-doctors - I mean, really - being noticeably rabid in their espousal of the Jersey establishment arguments -in the teeth of the documented evidence. It was as though after reading the material, and speaking to their editors, they had been ordered to bury the story.
Just take one of the plain - evidenced - facts: Barry Faudemer lied - committed perjury - as a prosecution witness against me. On the one hand, we have the transcript, in which he strove to give the very, very clear message to the court that he was satisfied when the plug was pulled on the 1999 investigation - and on the other hand, we have the actual police minutes of the 1999 investigation, that record Faudemer and a colleague actively objecting to the investigation being stopped prematurely - and objecting that they had not even interviewed the doctors.
Two pieces of documented evidence - the transcript - and the police minutes - and zero compatibility between them. Explain that to the BBC - the result is a deafening silence.
Of course - these days Barry Faudemer has an extremely lucrative job, as the senior investigating officer for the Jersey Financial Services Commission - where his Deputy Chairman is one John Averty - a man with the motive and the contacts to have a very substantial influence on other media coverage.
Don't ever make the mistake of assuming that bizarre media silence must be because of injunctions; I'm afraid the means of influencing the media are often more sleazy and basic than such measures.
For example - if your father happens to be a famous television actor - with a lot of high-power contacts across the BBC - and fiends amongst the Jersey oligarchy - BBC interest in examining the abuses of power in Jersey could be deflected.
The national media - the BBC in particular - have a huge problem. They "swallowed" the Jersey oligarchy line during the last three years of disgraceful corruption unfolding right on the UK's doorstep. How do they extricate themselves from such an embarrassing failure?
Because - in so many important ways - the conduct of THE BBC during these last three years IS now the story.
Stuart
That "Freedom Church" stuff:
Oh dear.
Having looked at the website, I see what you mean.
Even some of the photographs of massed gatherings show most of the people present with their arms raised - in a way very reminiscent of you-know-what.
Does anyone choose photographs that so obviously carry that visual association - by accident?
Were they unconscious of the subliminal impression given?
And here is a quote from their 'mission statement' or whatever they call it:
"Relevant and culture forming so that the island of Jersey is transformed by christian influence, including the caring professions, the media, politics, sports, education and the business world."
I tell you what, Freedom Church Christians, I'll accept that my automatic fears and suspicions toward anything that resembles a cult in which people surrender their own responsibility for rational and ethical thought to some "higher" authority, is misplaced in respect of your organisation - if you publicly condemn the child abuse - and the cover-up by the Jersey establishment?
How's that for a deal?
I mean, a part of your mission statement is this:
"A church made up of people changed and empowered by the Holy Spirit by faith in God and having a wholehearted and relentless commitment to Jesus Christ."
And as we all know - Jesus was THE protector of children.
Perhaps you could persuade fellow Christian Ian Le Marquand to confess his sin and to repent - for having lied so much - for such a despicable purpose as undermining Graham Power and Lenny Harper in their struggle to protect children and bring their abusers to justice?
After all - you would accept that Jesus and His Father see it all? That there is no escaping Their gaze? The truth is truth - and that it confronts you in the end?
Let's face it - you have it all to do, given the stark failure of the Christian community in Jersey to do what is right and speak-out against, and oppose the rampant greed and corruption we see so dominant in the island - especially in the "worlds" of media, politics and business.
I'm not holding my breath.
May the Second Law of Thermodynamics preserve us. (Well, it can't, obviously, doh - because that would be in conflict with its immutable truth, which is kind of the point of it, but you understand what I mean, as a metaphor for faith - but, of course, it isn't 'faith' - it's fact - and the tenuous unreliable metaphors are those used in religion - and because they're so flexible, they can 'mean' whatever you want - whereas there ain't no arguing with The Big SLT - which - sadly in some ways, rather puts the kibosh on hell - as not even the flames of Hades can escape that cosmic energy bill - so the abusers of children and those who cover-up for them won't burn for eternity. Unfortunately.)
Stuart
"Perhaps you could persuade fellow Christian Ian Le Marquand to confess his sin and to repent - for having lied so much "
Well, if he doesn't, he'll be spending eternity with the other fellow, according to the Bible!
Stuart,
Having been a follower of your Blog for some time now, years rather than months, the impression gathered is of Jersey being an island which is institutionally corrupt.
Since much of Jersey's wealth derives from "black" money with nothing being arranged to check this and clean it up, it appears that the whole system has become thoroughly tainted. To paraphrase Hamlet, "Something is rotten in the state of Jersey".
It follows that the powers will seek to corrupt others who are decent and honest to attempt to expose them. Also, that officials and the "Establishment" will have too much to lose to be honest and make a stand.
Warcup should have been above this but he was clearly unwilling, or unable, to act with integrity and decency. I wouldn't be surprised if he was threatened by people in security services and others with vested interests. Even so, there is no excuse for his conduct which is of a criminal nature.
Quis custodiet ipsos custodes?
Frances.
I just had a look at the Freedom Church link as well, and nearly fell off my chair laughing.
It was the link on the left hand side, click on IN THE PRESS and see what it says about the JEP.
Is it some sort of a sick joke?
Ah the Second Law!
Ultimately that MAY be the case but there are some new views that supercede people like Jay-Gould. Who regarded evolution as a simple set of punctuated equilibria. Now, it COULD be that there is a global complexity driver that may lead to convergent evolution and increasing 'energy density(W/kg), no matter what 'lifeforms' are popping out of the woodwork.
The argument gives rise to inevitable baubles on the Christmas tree, but you cannot predict what they might be in a complex environment. So localised flows against the SLT exist and may be persistent, even up to constructing an 'open' rather than 'closed' 'umwelt'.
All that makes it a lot of a problem for our 'Intelligent Design ' friends who try and stick 'complexity' as a good idea by someone else.
Just remember that Gravity is only a theory !
Frances, you say:
"Warcup should have been above this but he was clearly unwilling, or unable, to act with integrity and decency. I wouldn't be surprised if he was threatened by people in security services and others with vested interests. Even so, there is no excuse for his conduct which is of a criminal nature."
Warcup will not have been "threatened" by the security services. He will have been selected and recruited with their approval.
Make no mistake - he was a willing agent - who came into Jersey knowing exactly what his mission-statement was. One need only consider the speed at which he began sabotaging the child abuse investigation - and undermining his Police Chief to see that.
The fact that Warcup's illegal actions will have been given "official" sanction, is further illustrated by the passivity of the media, the conduct of Jersey's judiciary and the silence of London.
And let's not be naive about this - the self-confessed MI5 recrutee David Rose is not the only security services stooge working amongst the national media.
Stuart
The usual dismissive response to the Freedom church initiative is to be expected but whatever views we might have re a God of any sort - at least this will be another venue for meetings and discussion.
I have blogged on this "church" previously and I wish that a similar enthusiasm could be attracted to political activities of the more progressive sort. But as we all know, the nearest telephone box is traditionally more than sufficient.
I note that both the Jersey Rights Association and the Jersey Human Rights Group will be holding meetings at about this time but that the majority of those who spout comments here have never attended either of these two genuine - non religious organisations - to give support.
The next JHRG meeting is Monday at 5.30pm and interested people should gather in the Royal Square. That includes you too Stuart. I shall be there.
It's all very well condemning those who do manage to build up a group - whether founded on religion, faith or worship of wealth - but the so called "progessives" in Jersey are hardly leaders in the field.
Yet another "political" group is the attempted "lib dem" initiative and I have blogged about that and attended the initial meeting. There will be a follow up meeting soon. It is nothing to do with me but I will attend.
Carry on criticising if you will but there are people out there trying to create alternatives and to challenge the status quo on all sorts of issues.
I think they should all be encouraged eventhough I don't agree with all their beliefs or aims as a non-christian but some sort of socialist.
My own obsession is based upon universal standards of human rights as set out by the UN and other organisations. In my opinion they set down standards that can be pursued for all people, all over the world. Not everybody agrees with me or the standards that are declared but at least it provides a framework to dtermine the merits of most issues that arise in life.
Issues that arise outside of life I prefer to leave for others but I try to respect them and their beliefs.
It seems London wants it all covered up, Goverments, Politian's
and Church leaders want it laid to rest to many skeletons in the cupboard many top people involved
dead and living.
Back to that Freedom Church link - I am listening to the Andrew de Gruchy sermon (Principles and Resolutions)with concern, as about halfway through it just turns into a begging letter.
Yeah - I never bought all that guff about evolution and complex systems being non-compatible with the SLT.
In no way is the SLT non-compatible with self-organising systems and complexity. Entropy increases in closed systems - and gradually the available energy dissipates. But in some systems, there can be an awful lot of energy - that takes a very long time to dissolve. And an awful lot of organisation and complexity can happen during that time-frame.
However - no matter that biological evolution go on, somewhere, for billions of years - the final heat-death of the universe remains the ultimate destination.
Stuart
The Freedom Church looks like fairly standard Christianity, with a more Happly-Clappy style of worship and some audiovisual equipment thrown in to make it more 'relevant' to the younger generations (or those who can't see through it).
They talk the talk, but do they walk the walk? Some aid missions in far away lands maybe, but what do they achieve in the island? Nothing I can see. Reading their mission statements it looks like they really should be speaking out about local corruption and failings of justice. If they truly believe in the teachings of Jesus.
But no, they will carry on worshipping a book of words while not putting into practice half the things written within.
The issue is should our Media by biased or not?
The BBC has a mandate to "report" fairly - very rarely will they investigate unless it is for Panorama or Newsnight so they will report information given to them that they can verify and does not potentially expose them to legal claim. Is Jersey BBC doing this? Personally I say no and would like them to justify their (what appears to be) one sided reporting.
The JEP, CTV and Channel 103 as commercial entities do not have to be unbiased,
There is an argument that as the only regular newspaper the JEP should be unbiased but I doubt there is any Jersey Law or Regulation that says they have to. We know that the JEP has a falling circulation and therefore is more reliant on their advertising revenue especially the £300,000 annually from SOJ so they will obviously be biased towards their paymasters/advertisers.
CTV does have a charter to adhere to but they have nailed their reputation (with an award) to the anti Power/Harper mast and I believe just do not have the guts to come out and say they were wrong. They swallowed the SOJ/Warcop/Gradwell spin and would look extremely foolish to admit their "investigation" was no more than report the script they had been given by the SOJ. Again they rely on advertisers who are majority Establishment supporters so have no wish to rock the boat.
Thats how I see the present MSM position. Will it change? I believe there is no point in answering that question as it takes the power out of the bloggers hands.
I believe the way forward is to have an alternative online Newspaper for Jersey. I'm sure there are people who read the blogs who have the IT/Webpage ability to create an identical website to that of the JEP where the news will be that reported by yourself and all other non MSM contributors. The comment section like here could be incorporated into the new umbrella website.
I firmly believe the way forward now is that all the online bloggers should pool their skills to take on the MSM through one portal. I believe the combined strengths of bloggers like you Rico and VCF doing an Investigate section; Trevor Monty and Bob Hill doing a Politics section; Tony doing his brilliant daily articles; Tom with his Jersey History; The Jersey Way with his audio archives with others dealing with current events from uploads from the general public eg written and/or mobile phone capture (picture/video) reports on incidents.
This is the way forward. I'm sure their are (unfortunately) many unemployed former students of Highlands IT courses who have the skills and contacts to make such a suggestion work. The current Political/Establishment situation is maintained because of the apathy of the younger (non)voters. Get them involved in this project. Make them the current affairs reporters (allow easy upload of article written/media; give them a voice in a form they see as relevant i.e. The Internet. I know my thinking is overtaking things but the new websites Google App has to be a must lol!
Food for thought.
Lets beat the MSM at their own game. Lets become Jersey's biggest online News outlet. Then and only then will the truth of how Jersey is run.
Paul from Grouville
What an excellent idea.
It can be done anyone thinking of going down this route should research similar online independent media to get a feel for what the Island needs.
Nice one paul the JEP are advertising for people to go on there site i am sure we can have a independent or something like Private Eye.
Surprise surprise, my comments didn't get past the cover-up censors at the JEP.
An enemy of the people, as Stuart says :)
Perhaps they will actually act upon Trevor Pitman's press release today, which points out the same thing.
Yeah, right!
It could be a nice little earner for one of the current thousands out of work.
A daily PDF-file electronic newpaper will do the trick. One download per day, without having to navigate entire websites looking for what's new.
Content could come from willing contributers, people out and about who see what's going on in the island. All local organisations could be asked to give advance notice of events for the What's On pages.
There would be as much room as you like for letters, or photos from the readers.
The Gazette Notices could go in there (can't be copyright surely - facts are facts?) and planning applications, birth and death notices, all should be free information.
Free classified ads (why not?) would be popular in no time!
Those of us who only ever bought the JEP for that kind of thing would find it a great free alternative.
The same sources the MSM rely upon - releases from the Fire/Police and The States - should eventually take it seriously and partake.
When the circulation picks up, advertising and self-sustaining business model snaps into place. By the time the JEP would get around to bullying advertisers into only using their paper, the readership could be large enough that the bullying simply wouldn't work!
Pease, someone go for it!
This is a step in that direction

There is no such thing as unbias media - whether it be a newspaper or a blog. You would all be wise to rememeber that.

For petes sake Jon, it's bad enough you impersonating Rico and me and others, but I really think you've gone way too far this time!
LETTERS TO LENNY Part 4
So far as I know all comments received are published by Tom Gruchy. Except that one semi-literate anonymous submission was recently ignored because it included some racist sentiments . If Martin was the author and would like to explain his thinking more clearly I will consider what he has to say afresh.
Stuart,
I seem to have found myself in a time warp and perhaps you can solve this problem. The JEP has reported that Stuart Brook has come forth with a very critical report on child protection in Jersey, to the extent that it will be 'years' before things are right. O.K now how can this be when 'a life time ago' you stated in the States Chamber you had "No faith in child protection in this Island" or words to that effect, and The Dogs of War were let loose on you. Since then we have more reports than one could throw a stick at, visits from goodness knows how many U.K specialists etc. etc. and still things are BAD. Now if things are BAD now after all the millions of pounds spent, reports and more reports then the ultimate question is THIS. Just how bad was it when you made your statement all those years ago? It makes me shudder to think.
When I answered that question in the Jersey parliament in July 2007, I knew by that stage things were bad - very bad. I had spent the first six months of that year investigating many very serious issues that had been hidden - proactively concealed by the very civil servants who should have been protecting children.
But things were even worse than I knew at that stage in 2007. The next six months - and on into 2008 - and beyond - have sadly continued to reveal more of Jersey's gross child protection failures.
Many of the same wretched - and very expensive - public sector employees who were clearly dangerously incompetent - and frankly unemployable - in 2007 - are still employed now.
The upper-ranks of the island's civil service is a division of the Jersey mafia.
Stuart
a liar and a crook
headlines like that about senior poicemen do you no favours.
I have the greatest of respect for senior policemen.
Good, professional, honest, brave senior police officers like Graham Power and Lenny Harper.
Police officers who were committed to their job - the objective and effective enforcement of the law - without fear or favour.
David Warcup on the other hand - is a liar and a crook.
It is an evidenced fact.
And not many categories of criminal are worse than bent cops.
And in case whoever submitted that comment was hoping to intimidate me from stating the blunt truth about others in that small but foul minority of bent cops - tough.
The truth's coming out - and nothing can stop it.
Stuart
Stuart.
Do you think our chap Chapman will now be re-employed at our tax payers expense to get Warcup out of the s##t? Or do you think even our our chap employers realise that this time he is not worth the money....
Because this time he has been fairly copped?!
judy martin..... god she used to be real now she is so plastic. she fell for it, best way to turn a solialistic into a capitalist is prob a blackberry and some extra cash. She has been the biggest let down to me in this whole sordid affair. She asked the question in 208 knowing the damning answer and has now spend the last three years as "childrens minister" defending the whole corrupt incompetent servie. what should I have expected from a fishwife. Judy, you still have time just to do the right thing. come clean.
Judy Martin is a liar and a crook.
She has long been the corrupted puppet of the oligarchy - including union bosses.
One day, the full truth will be revealed.

The only way for anything to happen is for Mr Power and Mr Harper to take legal action. That will wake up the National prees.
Stuart,
Thanks for putting me right about Warcup. I think I had a senior moment when I said that he had been threatened by the security services. On the cobntrary, he was their patsy.
They did the same with the inquiry into the child abuise in North Wales. Waterhouse was appointed to head this. He was selected as being "safe" and for his willingness to carry on with the cover up. He also kept names of prominent people who were perpetrators of some of the abuse from being named in public.
See Rebecca television online for more facts.
Frances.

Firstly, there is no such thing as an "unbias media" because the word is "unbiased".
Secondly, bias can be a positive thing when it is in favour of truth and honesty.
You would be wise to remember that.
